Endoscopy Technician – Working with the Military

This is a Contract position in New York, NY posted July 29, 2021.

ENDOSCOPY TECHNICIAN Site Of Service Gastroenterology at the Naval Medical Center San Diego, CA.

HCWs shall receive notification 48 hours prior to reassignment.

Position Qualification/Requirements Degree/Education: Certificate.

Education: Graduate from Surgical Technology program accredited by the Commission on Accreditation of Allied Health Education Programs (CAAHEP) or Accrediting Bureau of Health Education Schools (ABHES) or completion of a formal training program provided by any branch of the U.S.

Armed Forces (Army, Navy, Air Force) for surgical technicians, surgical technologists or operating room technicians.

Experience: Must have a minimum of 12 months of experience in gastroenterology services (endoscopy & colonoscopy) within the last 24 months.

U.S.

Citizenship: HCWs performing under this contract shall be U.S.

citizens.

English Language Requirement: The Contractor shall ensure that all HCWs providing services under this contract are able to read, write, and speak English well enough to effectively communicate.

HCW Physical Capability: HCWs shall be physically capable of standing and/or sitting for extended periods of time and physically capable of performing all services required under the contract and TO.

Basic Life Support Certification: Have or be willing to acquire immediately a Basic Life Support certification from the American Heart Association (in person class only).

Upon employment complete facility and Department of Defense specific training GENERAL DUTIES.

Contractor personnel shall perform a full range of duties consistent with their labor category, education, training, experience, clinical privileges (as applicable), and assigned position.

Maintain a level of productivity comparable with that of other individuals performing similar services.

Participate in peer review and performance improvement activities.

Practice aseptic techniques as necessary.

Comply with infection control guidelines to include the proper handling, storage, and disposal of infectious wastes, and the use of universal precautions to prevent the spread of infection.

Function with an awareness and application of safety procedures.

Perform efficiently in emergency patient situations following established protocols, remaining calm, informing appropriate persons, and documenting events.

Anticipate potential problems/emergencies and make appropriate interventions.

Notify supervisor, director, or other designated person regarding problems that the HCW is unable to manage.

Apply an awareness of legal issues in all aspects of patient care and strive to manage situations in a reduced risk manner.

Participate in the implementation of the Family Advocacy Program as directed.

Participation shall include, but not be limited to, appropriate medical examination, documentation, and reporting.

Exercise awareness and sensitivity to patient/significant others’ rights, as identified within the MTF.

Maintain an awareness of responsibility and accountability for own professional practice.

Participate in continuing education to meet own professional growth.

Attend and/or comply with all annual training classes required by the Command, to include but not limited to online annual training provided by the MTF: disaster training, infection control, Sexual Harassment, Bloodborne Pathogens, Fire and Safety, Chemical, Biological, Radiological, Nuclear and Explosives (CBRNE), and all other required training.

Actively participate in the command’s Performance Improvement Program.

Participate in meetings to review and evaluate the care provided to patients, identify opportunities to improve the care delivered, and recommend corrective action when problems exist.

Participate in the provision of in-service training to clinic staff members.

Provide training and/or direction as applicable to supporting government employe­es (e.g., hospital corpsmen, students, etc.).

Attend and participate in various meetings as directed.

Perform timely, accurate, and concise documentation of patient care.

Operate and manipulate automated systems such as CHCS, AHLTA, ADS, Essentris, and Clinical Information System (CIS), participate in clinical staff Performance Improvement (PI) and Risk Management (RM) functions, as prescribed by the Commander.

Maintain DOD email account as directed.

The HCW shall be responsive to all email and voicemail communications.

Exercise appropriate delegation of tasks and duties in the direction and coordination of health care team members, patient care, and clinic activities.

Maintain documentation of all treatment provided in accordance with clinic directives, and prepare such records and reports as may be required.

All records and reports must be legible.

Abbreviations must be only those listed in local instructions.

Specific Duties Assist physicians, nurses, and hospital corpsmen in the preparation, recovery, and performance of invasive Gastroenterological procedures.

Prepare patients for invasive procedures, including preoperative data collection, providing patient education and information before and after procedures.

Start intravenous lines as directed by physician or nurse.

Monitor vital signs during and after invasive procedures.

Records required documentation before, during and after procedures.

Assist the physician with invasive endoscopic procedures.

Sets up, cleans, disinfects, stores, and troubleshoots endoscopic equipment.

Sets up computer based equipment to accept procedure data and generate procedure reports.

Handle endoscopic accessories, including light sources, image generating and retrieval systems (some of which are computer based) and tissue retrieval devices (such as biopsy forceps and polypectomy snares).

Apply the techniques of therapeutic endoscopy, including electrocoagulation and injection hemostasis.

Performs preventive maintenance on all equipment to ensure proper functioning, ensures that adequate maintenance occurs, and ensures adequate supply of consumable equipment.

Handle biopsy tissue and other material obtained from patients during procedures, including proper recording and transport to the laboratory.

Interact directly with the Department of Pathology to assure that retrieval is timely and complete.

Perform meticulous high level disinfection to endoscopes and other medical devices per strict manufacturer and industry standard guidelines.

Restocks endoscopy supplies in the endoscopy rooms at the end of the day as well as stocks supplies in storage rooms for later use upon arrival of a new shipment.

Hours Services shall be provided Monday through Friday, between the hours of 0630 to 1800, for an 8.5 or 10.5 hour shifts to include an uncompensated 0.5 hour meal break.

Services are not required on Federal Holidays except when providing on-call services.

The on-call duty technician should relieve a HCW if the HCW is involved in a procedure that is running past the end of the shift.

In no instance will a HCW be required to provide services in excess of 80 hours per 2-week period.

The specific schedule for each two-week period will be provided 1 month in advance by the government supervisor or designee.

Any changes in the schedule shall be coordinated between the HCW and the government On-Call.

The HCWs shall provide on-call services between the hours of 1700 and 0700 Monday
– Friday and 24 hours on Weekends and Holidays.

One contract HCW shall provide one week of on-call services approximately every 6 to 8 weeks.

On call rotation is shared with other government and contract Endoscopy Technicians.

Historically, a HCW that is on-call receive approximately 5 after-hour calls Monday
– Friday and approximately 5 calls on the weekends and holidays.

The HCW shall respond to phone calls within 15 minutes, and if directed to return to the MTF, the HCW shall report as directed in paragraph 1.5.7.1.5.2.

The HCW will be assigned a pager and/or cell phone to provide on-call services.

Replacement costs, if a device is lost or stolen shall be paid by the contractor.

Assignment of on-call services will be according to the on-call roster, which will be published by the Department Head of government representative four to six weeks in advance.

The roster must provide names, addresses, and phone numbers of HCWs providing on-call services.

On call services are priced separately and will be compensated per the applicable line item in Section B.

Call-Back.

While the HCW is providing on-call services and directed to return to the MTF, the contractor will bill a minimum of 2 hours compensation.

Historically, a Technician that is on-call will be called back to the facility 2-3 times a week.

If called back, the HCW shall report to the MTF within 1 hour and be prepared to provide patient care for an average of 3 to 4 hours.

Call-Back services are priced separately and will be compensated per the applicable line item in Section B.

The HCW will receive a daily flat rate of stand-by pay during days that they are on call, in addition to any compensation provided if called back to the hospital for a procedure Special Requirements/Skills Must be comfortable in a fast-paced, dynamic environment.

Must be able and willing to reprioritize on short notice and work on multiple simultaneous projects.

Flexible and able to work with various personalities.

Team work skills required.

Time management skills required.

The ability to meet deadlines in a deadline intensive environment is essential.

High level of adaptability and willingness to embrace change in a fast-paced, demanding environment.
