Executive Director, Health Technology Assessment

As our dynamic Health Technology Assessment (HTA) landscape continues to evolve with HTAs proliferating worldwide, HTA strategy, expertise, and the ability to deliver timely, high quality submissions, is critical for access success.

The Executive Director, HTA Center of Excellence (CoE) Head is a global role based in Thousand Oaks, CA, reporting to the Head of Pricing and Access Center of Excellence (PACE) within Global Value & Access.

This role is accountable for leading the HTA CoE, including oversight of multi-disciplinary staff composed of Directors, Sr.

Managers and Managers based across multiple regions.

The HTA CoE Head manages the strategic & scientific direction of the HTA CoE and assists the Head of Pricing and Access CoE in leading the department as a member of the Sr.

Leadership Team.

The HTA CoE Head provides strategic direction to shape Amgen’s ability to anticipate and respond to critical HTA needs and ensure HTA readiness.

This role partners with cross-functional leaders across Amgen and represents Amgen externally at relevant platforms and Congresses.

Primary Responsibilities: Leadership and Management: Embeds the HTA CoE’s vision and framework into the organization and develop a strong team to operationalize and deliver quality output Manages, develops, and mentors staff, interns and the PACE team; prepares recruitment strategies and hiring recommendations Manages HTA CoE finances, includes meeting finance and budget targets, and guidance to staff on prioritization and trade-offs; in-house vs.

outsource Develops and empowers staff to deliver on expectations and optimize HTA readiness Sets HTA CoE goals aligned with PACE and Amgen corporate goals and delivers Shapes Functional Strategy: provides leadership and significant input to inform Amgen’s HTA Strategy and priority HTA deliverables at the corporate and national/product levels and embeds key insights Embeds core HTA capabilities and expertise into the organization by leading and/or contributing to key corporate training and learning initiatives Engages Externally: provides leadership to drive HTA related external engagements and congress activities Provides significant direction to ensure Amgen’s HTA readiness through strategic review and input into priority Global Value Dossiers, Evidence Based Methods Platform and streamlined GVD/AMCP/HTA processes Leads business critical corporate initiatives, including Corporate HTA Audits Contributes to broader functional strategy and deliverables for PACE Product and Project Activities: Responsible for ensuring quality HTA strategy and content and efficient and timely delivery of national HTA submissions across all therapeutic areas and all Amgen markets Oversees planning, production and sign-off of all Amgen pricing access and reimbursement-enabling documents at national level, worldwide (HTAs, GVDs, RTQs, etc.) Ensures HTA CoE operations are timely, efficient and of high quality (including submissions, global value dossiers and response to payer questions) Reviews and approves major RFPs, negotiated discounts and vendor contracts for central support including HTA adaption, translations, and local submission critical gaps Leads HTA portfolio-level planning to inform appropriate resourcing and prioritization Prepares and delivers operating reviews/executive updates Leads cross-functional presentations on HTA related topics, including trainings and onboardings Ensures quality contracts and timely, on-budget delivery Ensures Amgen’s HTA best practices and learnings, processes, internal guidance and playbooks are maintained, and insights are embedded into future strategies and shared with stakeholders Basic Qualifications: Doctorate degree & 6 years of industry experience in HTA/access/reimbursement, health economics/outcomes research or related discipline OR Master’s degree & 10 years of industry experience in HTA/access/reimbursement, health economics/outcomes research or related discipline OR Bachelor’s degree & 12 years of industry experience in HTA/access/reimbursement, health economics/outcomes research or related discipline AND 6 years of managerial experience directly managing people and/or leadership experience leading teams, projects, programs or directing the allocation of resources Preferred Qualifications: 15 years post graduate experience in the biopharma industry or medical/health services research Knowledgeable of HTA systems and processes and policy across major markets Ability to interpret and critique value assessments and formulate insights/recommendations Ability to review clinical and health economic literature, including disease state info, clinical trial design and results, and pharmacoeconomic studies, to understand implications for value to payers Executive communication skills Leading and managing teams and staff across different regions Skilled at working in teams and in cross-functional matrix environment Experience working with external stakeholders / external visibility Budget planning and expenditure management Life cycle drug development expertise and leadership (early stage through late stage) Demonstrated leadership attributes: charts the course, develops best team, role model Project management and strategic operations Key Competencies: Managing Diverse Teams Strategic Thinking and Leadership Project Leadership Scientific/Technical Leadership Influence and Negotiating Skills Navigating Matrix Environment International Collaborations Emotional Intelligence Join Us If you’re seeking a career where you can truly make a difference in the lives of others, a career where you can work at the absolute forefront of biotechnology with the top minds in the field, you’ll find it at Amgen.
