Overview Illuminate is seeking a Systems Engineer to work on Joint Base Anacostia-Bolling in Washington DC. The StoneGhost and International Systems (SGIS) team manages international systems services for the defense intelligence community and provides the full range of IT support to enable information sharing and collaboration for U.S. defense intelligence and foreign partner counterparts. The Systems Engineer requires an experienced engineer with an understanding of DoD ISR and is capable of working in a team environment that is focused on design, development, testing, install/deployment, enhancements and sustainment of current and future systems. The SGIS Systems Engineer provide engineering and operations and maintenance (O&M) support to enable the International Program Office to deliver information technology (IT) services to users and to manage the applications, technology and infrastructure that support the delivery of IT services. This position works in a normal office environment, is responsive to fast paced, deadline-oriented requirements. Responsibilities The Systems Engineer duties include the following: * Provide project management and consultation for technical, policy, and procedural solutions for multi and bi-lateral networks supporting DIA missions. Collaborate with staff, users, and senior management to establish project goals. * Serve as an engineer and technical liaison to multiple key international partners to ensure full mission capability of international systems, providing direct support to coordinate requirements, support exercises, and enable improved information sharing between partners. * Partners with senior stakeholders, including Senior Account Managers (SAMs), and other government customers to integrate and extend capabilities into existing architecture. * Reviews and refines requirements – assess server, storage and infrastructure sizing, analyze hardware sizing to meet application requirements, and design load balancing and clustering solutions according to architecture standards. * Manages the integration and installation of capabilities including infrastructure, patching, workstations, voice and video communication solutions. Oversees the planning and development of cost estimates, procurement and shipment to both US and international customers, and deployment of servers, workstations, network and security devices. * Collaborates with local and enterprise IT service delivery teams to support IC customers in high operational tempo environments. Works directly with teams to ensure requirements are translated into IC-appropriate technical solutions, documenting service planning, solution engineering, and implementation support. * Coordinates and prepares Foreign Military Sales (FMS) documentation and implementation plans to support information sharing agreements with international partners. * Prepares project plans and architectural design documentation, including diagrams and inventories, to support requirements. * Manages project schedules in MS Project and Enterprise Project Management tools. * Participate in the authorization and assessment process for accrediting international systems through the Risk Management Framework (RMF) PLUS 2.0 process. * Reviews new and existing IT projects, systems design and plans, and conducts research on emerging technologies to support changes in infrastructure. * Recommends IT strategies, policies, and procedures by evaluating organization outcomes, identifying problems, evaluating trends, and anticipating requirements. This includes writing and contributing to white papers, memorandums for record, and briefings. Qualifications The Systems Engineer shall possess the following qualifications: * Clearance: Top Secret//SCI * Polygraph: Counterintelligence (CI) polygraph * Education/Experience: The successful candidate must possess one of the following combinations of education and relevant experience: * HS/GED and 10 years’ experience; * AA/AS and 8 years’ experience; * BA/BS and 6 years’ experience; * MA/MS and 4 years’ experience; * PhD and 2 years’ experience * Certification: DoD 8570 IAT Level II compliant certification (e.g. Security+) * Experience: Demonstrated experience organizing, leading, and execution multiple, complex projects simultaneously * Experience: Demonstrated experience integrating networks, highly complex hardware and software systems * Experience: Demonstrated experience with network management, active directory, and PKI. * Skill: Strong technical communication skills to communicate systems proposals to management and customers and provide systems diagnoses and resolution for current systems Desired Experience, and Skills: * Certification: Certification on a Computing Environment * Experience: Five (5) years or more of IT project management experience * Experience: Experience working in DIA or the Intelligence Community * Experience: Demonstrated experience working with bi-lateral or multi-lateral International Systems Illuminate provides full-spectrum solutions and services to address the needs of our global clients across the commercial, homeland security, defense, and public sector industries.
