Job Summary ASSIGNMENT DESCRIPTION: IT Software Developers identify, document, and analyze customer, business, and system requirements; evaluate alternative approaches; and design and develop solutions tailored to specific Agency, systems, and customer requirements.

They lead the testing and integration of new and modified solutions into the system.

They review and provide guidance on software and configuration management of code developed internally and by vendors; test software developed internally and by vendors; and respond to urgent customer requests to develop and deliver unique solutions.

They develop software, configure and manage code, plan and design systems architecture, write and maintain software program documentation, and investigate and evaluate new software technologies.

They also ensure the rigorous application of information security and information assurance policies, principles, and practices to the delivery of application software services.

They contribute to system and security design specification, documentation, and practice.

Additional Job Information ADDITIONAL INFORMATION: NGA is seeking a Senior Software Developer to join our growing team with a focus of modernizing software development throughout the agency.

The candidate will serve as a technical lead, providing senior software development expertise for two or more teams of programmers within the Developer Corps (TDD) Division.

The candidate must have strong, first-hand technical experience in software design, development and deployment utilizing a variety of languages, tools and platforms.

The candidate must also have demonstrated experience designing, building and deploying application in an enterprise environment.

Rapidly changing technology will demand the candidate be able to quickly learn new languages and tools while adapting to emergent cloud technologies.

This IT Services Directorate (CIO-T) position resides within the GEOINT Services office (TD) RESPONSIBILITIES: Identify, document, and analyze customer requirements.

Design Software solutions tailored to meet specific customer requirements in a modern enterprise IT environment.

Develop high quality application that adhere to organizational standards.

Lead software development teams in the application development process.

Develop and direct the implementation of software testing and code management strategies.

Work with team members to ensure that code is consistently written, conforms to quality standards, and is reusable.

Provide recommendations for the organization’s software development processes and standards.

Work alongside other senior software developers to apply best practices across the entire organization.

This position is eligible for an INCENTIVE: The selected candidates may be offered an incentive as part of the offer of employment, based on budget availability.

To receive the incentive, the selected candidate must sign a service agreement depending on the approved amount or duration of the incentive.

If the employee leaves before the end of the service agreement, the employee may be required to repay a pro rata share amount of the incentive to the government.

Mandatory Qualifications MANDATORY QUALIFICATION CRITERIA: For this particular job, applicants must meet all competencies reflected under the Mandatory Qualification Criteria to include education (if required).

Education: Bachelor’s degree from an accredited college or university in Computer Science, Computer Engineering, Engineering, Information Science, Information Systems Management, Information Technology, Mathematics, Statistics, or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems, or networks.

Combination of Education and Experience: A minimum of 24 semester (36 quarter) hours of coursework in any area listed in option A, plus experience in software design, Information Technology engineering, or a related area that demonstrates the ability to successfully perform the duties associated with this work.

As a rule, every 30 semester (45 quarter) hours of coursework is equivalent to one year of experience.

Candidates should show that their combination of education and experience totals 4 years.

Highly Desired Qualifications QUALIFICATION CRITERIA: In addition to the mandatory qualifications, experience in the following is desired: Secondary programming experience in Node.js, client JavaScirpt with ReactRedux, Angular, or other programming languages and/or frameworks.

Experience with building APIs and services using REST and SOAP.

Experience deploying applications to Cloud Service Providers (CSP) such as Amazon Web Services (AWS) or Platform-as-a-Service (PaaS) providers such as Cloud Foundry.

Experience with git based source control systems such as GitLab, GitHub, BitBucket.

Experience with build automation technologies such as Maven, Gradle, Webpack, npm, yarn, Jenkins, Gitlab CI.

Experience developing or using Geographic Information Systems (GIS).

Additional Job Requirements You must be able to obtain and retain a Top Secret security clearance with access to Sensitive Compartmented Information.

In addition, you are subject to a Counterintelligence Polygraph examination in order to maintain access to Top Secret information.

All employees are subject to a periodic examination on a random basis in order to determine continued eligibility.

Refusal to take the examination may result in denial of access to Top Secret information, SAP, and/or unescorted access to SCIFs.

Employees with SCI access and who are under NGA cognizance are required to submit a Security Financial Disclosure Report, SF-714, on an annual basis in order to determine continued eligibility.

Failure to comply may negatively impact continued access to Top Secret information, Information Systems, SAP, and/or unescorted access to SCIFs.
