Department Overview

The Oregon Rural Practice-based Research Network (ORPRN) was established in 2002 at Oregon Health & Science University in Portland, Oregon and is now a successful, statewide practice based research network working with over 400 primary care practices and community partners in the last 5 years.

ORPRN has approximately 50 faculty and staff, including several practice enhancement research coordinators based in rural Oregon.

ORPRN’s mission is to improve health outcomes and equity for all Oregonians through community partnered dialogue, research, coaching, and education.

ORPRN is committed to building and sustaining a diverse, equitable, inclusive and anti-racist organization.

We do so by evaluating how we develop and support our workforce, the partnerships we uphold and how we engage in community-partnered dialogue, research, coaching and education throughout Oregon.

Several multi-year, large-scale projects are currently under way in ORPRN.

Function/Duties of Position

The ORPRN Director will oversee ORPRN’s broad variety of clinical and health services research, quality improvement projects, practice transformation, and education efforts around the state.

The ideal candidate will continue to emphasize a focus on rural and other health inequities within Oregon, build ORPRN’s national reputation, participate in a multi-PBRN consortium and collaborate with OHSU leadership and faculty to achieve strategic initiatives.

The Director will be responsible for overall leadership, direction, organization and fiscal oversight of ORPRN at OHSU, working collaboratively with the ORPRN Advisory Board of community primary care physicians and staff and with the ORPRN Leadership team.

The Director must have a strong passion for, and experience in, primary care health delivery to address the health of individuals and communities, especially in rural and underserved areas.

The duties of this position include:

Leadership and Relationships

  • Serve as the leader, visionary, and key spokesperson for ORPRN, promoting/supporting primary care and primary care research in Oregon in alignment with stakeholder needs
  • On an ongoing basis, ensure that ORPRN activities meet the mission of the organization to improve health outcomes and equity for all Oregonians
  • Establish robust and sustainable relationships with Oregon communities, clinics and clinicians
  • Work with the ORPRN staff to develop strategies for recruitment and retention of clinicians and other affiliated partners into specific studies
  • Maintain ORPRN as a nationally recognized leader in practice-based research
  • Inform and advocate for rural and primary care practice-based research within OHSU, at the state-level, and nationally
  • Represent and promote OHSU and ORPRN to the community of primary care and practice-based researchers, foundations and institutes at the national and international level

Research and Resource Development

  • Ensure all necessary research policies/procedures, compliance and regulatory requirements are in place, operational, and updated as appropriate
  • With the Network Administrator, oversee financial balances, expenditures, and obligations associated with ORPRN operations, and plan for long-term fiscal stability for ORPRN
  • Create or continue a personal research portfolio consistent with the mission of ORPRN
  • Serve as the principal investigator or co-investigator on selected multi-site projects conducted in ORPRN
  • Encourage and mentor ORPRN faculty and staff in preparing high-quality research proposals and contracts for funding
  • Develop collaborative relationships between ORPRN, practices and practice staff, and the primary care community, encouraging and negotiating with established researchers to serve as principal investigators for studies conducted in the network
  • Develop and maintain relationships with state agencies, non-profit organizations, for-profit organizations, and coordinated care organizations
  • Actively participate in and provide leadership to primary care and rural focused research initiatives at OHSU, including the Knight Cancer Institute, the Oregon Clinical Translational Research Institute, and others

Training and Staff Development

  • Participate in the development and training of research investigators at OHSU in primary care practice-based research
  • Establish and nurture relationships with the major funding agencies of health research and quality improvement, including the NIH, AHRQ, PCORI, CDC, and national, regional and local foundations
  • Directly supervise and support the careers of ORPRN leadership team staff and faculty at ORPRN

Required Qualifications

  • Doctoral degree in medicine, with a primary care specialty, or a social science, public health or similar doctoral degree with an understanding and experience in primary care practice and research
  • Demonstrated experience of developing and maintaining relationships with primary care and community partners
  • Experience securing and conducting federal or state funded research grants and/or contracts
