Lead Software Engineer

Overview:

TISTA Science and Technology Corporation, a CMMI Maturity Level 3 company, focuses on delivering information technology and professional services to Federal and State agencies. TISTA is looking for Lead Engineer who will be leading a diverse cross-functional team in the development and maintenance of complex application, will interact with multiple data vendors and stakeholders.

Responsibilities:

• Lead Engineer shall analyze and study complex application requirements.
• Lead Engineer shall design software, tools and subsystems to support application development and manage their implementation using formal specifications, diagrams, and other accepted design techniques.
• Lead Engineer shall estimate software development ROMs, LOEs, costs and schedule. Review existing programs and assist in making refinements, reducing operating time, and improving current techniques.
• Lead Engineer shall supervise software configuration management.
• Lead Engineer shall have a clear understanding of the application vision and goals along with the ability to manage and coordinate the support teams to assure that efforts are coordinated and working in the same unified direction and purpose
• Lead Engineer shall serve as the technical adviser and liaison between application team and Business Owners, System Owners and stakeholders so that overall business goals and objectives are successfully met

Job Requirements:

• 7 years of experience in a technical lead capacity on large scale web applications which process large scale, complex data sets.
• Proficiency in a variety of web application technologies – Java (required), ETL frameworks, Angular, HTML, CSS, JavaScript, UX, Oracle (required), PostgreSQL as well as the hardware/network infrastructure which host web applications
• Experienced in Single Page Web Application (SPA) development technologies such as HTML5, CSS3, JavaScript, AJAX, AngularJS, Bootstrap, PHP, JQuery and JSON.
• Proficient in Microservices architecture, Spring Boot, ActiveMQ, Hazelcast, Docker, Kubernetes, Nifi
• DevOps experience with continuous integration and continuous development
• DevSecOps experience in SonarQube, Nexus, Jenkins, Ansible, Grafana, Stack, Splunk
• Strong experience in writing complex Oracle SQL queries, strong data analytics skills
• Knowledge and experience with the Expedited Software Development Lifecycle (XLC), Agile Safe
• Experience managing applications in AWS Cloud
• Knowledge and experience in Medicare and Medicaid applications is preferred
• IT Infrastructure Lifecycle (ITIL) certification or other similar certifications preferred
• Knowledge in Python, R programming is preferred

Education:

Bachelor’s Degree: Computer Science or Related field

Clearance Requirements:

• Ability to obtain a Public Trust clearance
