The District of Columbia Retirement Board (DCRB) is an independent agency of the District of Columbia Government.
Our mission is to manage and control the assets of the D.C.
Police Officers’ and Firefighters’ Retirement Fund and the D.C.
Teachers’ Retirement Fund as well as to administer benefits for the members of the of the D.C.
Police Officers’ and Firefighters’ Retirement Plan and the D.C.
Teachers’ Retirement Plan.
POSITION SUMMARY (Short summary of the essential purpose of the job):
The IT Specialist, Systems & Network Services is responsible for maintaining the agency’s IT environment.
In general, these duties include the ongoing administration and support of DCRB’s IT network systems, equipment, and technology.
Primary duties include providing IT support to staff, designing, installing, and configuring agency servers, and network devices; proactively managing and maintaining the agency’s servers, network, and firewall systems; administering and supporting core software platforms and technologies and providing ongoing support for DCRB IT infrastructure both in its current state and with future upgrades.
The IT Specialist also is responsible for developing and implementing project plans, risk-assessments, and contingency plans; managing reporting functions; documenting best practices and support procedures; and providing after-hours support, as necessary.
ESSENTIALDUTIES AND RESPONSIBILITIES: (Duties that occupy a major portion of time and importance in the job)
Overall
Responds to and resolves all user/customer Desk-side reported problems
Troubleshoots and triages service requests face to face and/or via remote access using approved policies and procedures.
Investigates, diagnoses and reports complex issues that require escalation to Sr.
level support personnel and/or Subject Matter Expert (SME) for issue resolution.
Follows the directive of senior support staff to assist in correcting known errors.
Supports the design, install and configure internal and customer facing servers, network devices and firewalls.
Proactively manages and maintains server, network and firewall systems.
Maintains inventory and asset configuration documentation.
Assists with hardware, firewall, telecom and software vendor evaluation, recommendation and negotiations.
Mentors and trains team members on existing and new technologies.
Interacts with customers and staff at the technical level, as required.
Other duties as assigned.
Acquisition & Development
Conducts research on server hardware, software, and protocols in support of procurement and development efforts.
Operational Management
Creates and checks incidents including changes for entries on server and server-resource issues; prioritizes and responds to tickets as appropriate.
Serves as cornerstone for escalating server issues; provides timely response to escalations.
Performs file system configuration and management; defines and performs server backups and recovery procedures.
Plans and implements server upgrades, maintenance fixes, and vendor-supplied patches.
Monitors and tests system performance; provides performance statistics and reports.
Manages enterprise directory services and supporting server infrastructure.
Assists in defining and implementing strategies for integrating disparate operating environments.
Recommends and executes modifications to server environment in order to improve efficiency, reliability, and performance.
Ensures that “As-Built” documentation is delivered for all production systems.
FUNCTIONAL COMPETENCIES
Broad hands-on knowledge of Microsoft services including: 2016/2019 Server OS, 2016/2019 AD, Exchange, Windows 10/11 Desktops, SQL, IIS, HTML/ASP web pages.
Proficient in both Windows and Linux environments; In-depth technical knowledge of network, end computing devices, and operating systems, including Cisco and VMware.
Experience installing, configuring, and maintaining all manners of server hardware and associated network equipment, including SCSI, RAID, and I/O topology.
Knowledge of Cloud-based service platforms and technologies.
Strong knowledge of TCP/IP and network administration (TCP/IP, DNS, DHCP, SDN).
Proven experience with creating, implementing, and maintaining scripts for process automation, infrastructure monitoring, and proactive reporting.
Knowledge of VMware vSphere 5.x, 6, vCenter, and Hyper-V.
Knowledge of information security principles, including hardening of Operating Systems.
Experience managing and deploying patches for servers and workstations.
Experience working with a team to revise on-going changes in a System Security Plan.
Ability to communicate technical information clearly and concisely to non-technical users.
Ability to create professional level technical documentation, presentations and procedures.
Strong customer-service skills, with solid written, oral, and interpersonal communication skills.
REQUIRED EDUCATION & PROFESSIONAL CERTIFICATIONS
Bachelor’s Degree in computer science or closely related field.
Active Directory/LDAP user and group administration.
Microsoft Office 365 Suite Support
LAN Routing and Switching design, configuration and troubleshooting (VLANs, IP Subnetting).
Server virtualization technologies such as VMWare/ESX
Linux/UNIX administration is a plus.
Certifications in systems network and infrastructure management such as Microsoft Systems Certified Systems Engineer (MCSE), Information Technology Information Library (ITIL v3/v4) and Cisco Certified Network Associate or Professional (CCNA/CCNP) are a plus.
