Cook County Sheriff Job Code: 7415 Job Title: Efficiency Specialist Salary Grade: 16 Department: Bureau of Information and Technology Characteristics of the Position General Overview The Cook County Sheriff’s Office is looking for an enthusiastic, organized and tenacious individual to assist the Bureau of Information and Technology with documenting project plans, gathering requirements, reporting findings to executive level staff, and helping to implement and monitor solutions.
This individual will also prepare documentation to help technical staff build web-based applications to gain efficiencies.
The Efficiency Specialist will create and execute project work plans, revise as appropriate to meet changing needs and requirements, identify resources needed and responsibilities and help manage day-to-day operational aspects of a project and scope Key Responsibilities and Duties Collect information about departmental and individual processes, projects and duties using a variety of methods (interviews, reading documents, shadowing).
Analyze and interpret data to identify areas in need of improvement and root causes of weakness or problems.
Develop realistic recommendations and solutions, noting operational capabilities and limitations.
Assist departments and individuals in implementing changes, monitoring progress, resolving discrepancies and suggesting further changes as needed.
Prepare precise, detailed, concise and clear documentation of issues, causes, and recommendations.
Present findings to staff at all levels of the organization, both orally and in writing.
Create and continually update procedures to improve processes.
Work with team members and applicable department staff to define scope of projects; ensure appropriate resources are assigned appropriate project activities; develop, articulate, and ensure project milestones are met; identify and evaluate lessons learned during project.
Assist staff in other units (e.g., Information Technology, Application Development, Quality Improvement and Accountability) to develop metrics and outcome tracking for programs, processes and employees throughout the office.
Track project metrics for all projects throughout the organization and work with senior management to provide strategic and tactical advice on programs/project planning and execution.
Coordinate medium to large and complex technology related projects between departments to ensure timely and efficient implementation of projects.

Extensive skill and ability analyzing and documenting different system, process and work flows.
Ability to support and work in a project development and support environment with ability to diagnose and solve problems quickly.

Ability to accurately estimate timelines for development projects.
Proven ability to complete projects and achieve results in an imprecise and changing work environment.
Intermediate to advanced proficiency utilizing Microsoft Office applications including Excel, Visio, PowerPoint, Work and Outlook.
Minimum Qualifications Bachelor s Degree from an accredited college or university.
Skilled in leadership, statistical analysis, and capable of developing solutions to complex, integrated business problems.
At least one (1) year of full-time, professional project management experience.
At least three (3) years of experience in Microsoft Excel and PowerPoint with intermediate to advanced proficiency in these applications.
Preferred Qualifications Experience in the public sector and/or Master s Degree in Project Management or related field desired.
Knowledge of government costing, budget and expenditures.
Experience with business process modeling and methods.
