Business Systems Specialist , Expert – Network Data Model Lead

Summary: The position will primarily be focused on supporting the building and maintenance of the ADMS Network Model – integrating the GIS As Built Model with existing legacy application SCADA settings and electrical attributes data, to produce the new ADMS Electrical Network Model. The position will work under the guidance and direction of other project personnel to support project activities.

  • The role will be responsible for coming up to speed with the current systems that support PG&E’s Distribution Control Center, examples include the existing Supervisory Control and Data Acquisition system (SCADA), CYME, Line Equipment and Substation Device Settings, PI, and Distribution Management System (DMS).
  • Execution and support of ADMS project activities as they relate to the development and implementation of a new ADMS electrical network model.  This includes design of process components, consultation on data cleanup projects, testing of data migration and build components. 
  • Ability to understand and manipulate various database schemas and competent in managing large (millions of points) SCADA/DMS databases.
  • This position will be required to perform analysis on current legacy systems by running reports and exporting information from the existing legacy systems.  These queries and reports on data will create insights used by the project team in analyzing critical decisions.
  • Provide input and execute various assigned project tasks associated with legacy SCADA Database migration, Display Build  and related areas.
  • Oversight/Leadership of the ADMS Model Build process during project execution
  • Participation in the development of the ongoing operations support ADMS Model Management process
  • Support and execution of various levels of testing, Proof of Concept, Site Acceptance, User Acceptance, etc. as it relates to the ADMS Model components
  • Role will transition to ADMS system support at conclusion of project.

Travel: Depending on location, mobility of up to 80% of the time during project timeframe to support project in San Ramon

Qualifications

Minimum:

  • BS in in engineering, geography, cartography, planning, computer science or related field
  • Minimum of 7 years in one or more of the following areas:   Geospatial Experience (mapping, OMS, etc.),  SCADA, electrical operations (T&D), electric distribution planning & modeling, Distribution/Energy Management Systems, Outage Management Systems  

Desired:

  • Electric utility background with enhanced knowledge and experience of electrical network components and their operating requirements and modeling characteristics
  • Proven experience managing and optimizing mission critical databases including integration to various historians and subsystems.
  • Demonstrated experience with Geographic Information System (GIS), preferably ESRI ArcFM
  • Understating of GIS technology and integrations/dependencies on an Operation Technology platform’s electrical model
  • Knowledge of database management and ability to write and run queries in SQL.
  • Ability to create core and supplemental materials such as scope and requirements documents, test plans, design documents, training documents, etc.
  • Project Management experience
  • Strong interpersonal, verbal, and written communication skills with the ability to work in a collaborative environment and interact with all levels of management within the Business and IT departments.
  • Test management experience; Experience in executing functional and user acceptance testing (UAT) with specific experience in developing, documenting, and executing scenario-based testing scripts for UAT.
  • Master’s in electrical engineering, Mechanical Engineer, or MBA Applied in a Geospatial Setting
  • Certified GIS Professional
  • Project Management Certification
  • Technical SCADA, Automation or Distribution/Outage Management System experience in either a project execution or on-going maintenance capacity
  • Experience with ESRI ArcFM Utility Network model
  • Experience in a large-scale project with experience in multiple phases of that project – Plan, Analyze, Design, Build, Test, Deploy; as well as Agile methodology
  • Strong technical acumen with the ability to understand different Distribution Management System functions and platforms. 
  • Experience programing in at least one of the major programming languages (C#, VBA, Python, Java, etc.) 
  • Awareness and familiarity your substation models and management of such within ESRI models
  • Awareness and familiarity with tools / applications regularly used by electric distribution or transmission system Operators, Operating Engineers, and Planning Engineers such as: Power Flow modeling tools (e.g., CYME), operational data historian (e.g., OSIsoft Pi).
  • Demonstrated skills and experience with OMS/DMS or EMS software including relevant experience working on upgrade or replacement projects in the past.
  • Strong operational focus and detailed understanding of the technology needs of a 24×7 operational control center.
  • Ability to be creative, versatile, efficient and productive in the face of ambiguity.
  • Demonstrated skills and experience with MS Professional Office Suite (Excel, Access, Word, Visio)
  • Demonstrates strong understanding of the impact(s) of technology changes to the collective business processes across functional units.
  • Working knowledge of Automation equipment such as RTUs, Data Concentrators, distributed I/O, media converters, etc.
  • Demonstrated experience in working with industry protocols such as: DNP 3.0, Modbus RTU/TCP, Inter-control Center Protocol (ICCP).
  • Experience implementing technology solutions within the context of utility cyber security best practices and compliance.
  • Working knowledge of IT environments including hardware/software maintenance, networking, telecommunications infrastructure, TCP/IP.
  • Experience with managing User Interface components of an integrated solution such as standardizing on symbology, UI Style Guides, and impacts on ergonomics.
