Sr Director, Broadband Policy and Funding Strategy

This position is a member of the Nokia Government Affairs team and a key contributor to Nokia’s public policy and regulatory views on broadband and infrastructure deployment placing the position at the forefront of efforts to reduce the digital divide.

In addition to driving Nokia’s views on broadband and infrastructure policy, the Senior Director of Broadband Policy and Funding Strategy will be involved in the external communication of these views to government stakeholders at all levels of government through direct engagement, filings, and participation in public forums to influence the direction of government policy actions on infrastructure.

The policy issues involved will include not only broadband connectivity but also policies critical to enablement of 5G in vertical segments like utilities, precision agriculture, transportation, and intelligent manufacturing.

The position will also have responsibility for developing a strategy and tools to enable increased participation in state, federal, and international programs supporting infrastructure deployment by several of Nokia’s business organizations.

Specifically, the selected individual will work across multiple business units to identify current sales channels and growth strategies and to develop a dashboard that includes the eligibility requirements of state, federal and international programs supporting the expansion of broadband infrastructure.

This is key to Nokia’s ability to match the industry’s broadest portfolio of technology solutions to a growing number of programs supporting infrastructure deployment.

This position will report to the Vice President of Policy and Government Affairs Americas.

A successful candidate will be someone that can work well with experts from a variety of disciplines internally to identify and manage issues, can work collaboratively with the legislative and regulatory teams of our key customers to align and advance shared priorities, and develop and manage relationships with external government stakeholders.

Specific Duties :

  • Working with internal company experts to develop policy contributions for filing with regulators in proceedings of interest to Nokia’s multiple business units.
  • Serve as one of Nokia’s primary liaisons to Congress and Executive Branch agencies, and foreign officials as necessary, on broadband and infrastructure policy and funding.

    Represent Nokia regularly as a front-line speaker and contributor to symposia, panels, and trade show events in areas of policy responsibility.

  • Interface with multiple business units and teams including those responsible for enterprise business such as education, manufacturing, transportation and logistics, and energy and utilities to create a set of tools to identify funding opportunities and eligibility requirements and for matching projects to the correct programs.
  • Identify and recommend changes to internal strategy to improve participation rates and potential reforms of funding programs to communicate to government stakeholders.

  • Ability to collaborate across multiple organizations, identifying different strategies and targets among the groups and formulating a common set of tools usable by all business entities.
  • Strong familiarity with government structure and process, particularly funding programs for communications infrastructure
  • Ability to establish solid working relationships with various external stakeholders
  • Ability to work in an international team, in a matrix and remote environment
  • Autonomous and self-driven

Required Education and Experience:

  • Bachelor’s Degree required.
  • Advanced degree in business, law or policy preferred.
  • Familiarity with broadband policy activities at the state and/or federal level and experience with government funding programs such as the FCC’s Connect America Fund, E-Rate program, the Department of Agriculture’s Rural Utility Service, the U.S.

    Department of Commerce, and/or state level broadband support programs.

  • Experience with funding programs may include as a program manager developing rules and requirements for government programs, reviewing applications, or providing oversight over selected projects.

    Alternatively, prior experience on the applicant side including in grant preparation.
