Demonstrate in-depth knowledge of State and Federal environmental regulations, with emphasis on hazardous waste treatment, storage, transportation and disposal regulations. JOB DESCRIPTION Applies multidisciplinary environmental engineering skills, environmental compliance knowledge and project management experience to prepare, submit and facilitate the approval and implementation of environmental permit applications and modifications. Identifies, develops and implements solutions to complex problems. MAJOR RESPONSIBILITIES Draft environmental permit applications; permit modifications; permit or regulatory driven periodic reports, test plans and reports; and Facility Construction Certification documentation and required submittals. Permits include RCRA Part B, Air, Storm water and hazardous waste operations. Provide general environmental permit support of Resource Conservation and Recovery Act (RCRA), Clean Water Act (CWA), Clean Air Act (CAA) and other local, state and federal permits for the project. Provide direct interface with regulatory agencies to support plant operation in the application and implementation of permit requirements. Lead the development and execution of environmental compliance programs and any required report, notification, or submittal to local, state, or federal regulatory agencies. May work a rotating nine or ten-hour shift work schedule, including weekends and holidays as required. Support the PCAPP safety culture by working safely in accordance with procedures and by enforcing a safe work environment. THE FOLLOWING IS REQUIRED Bachelor’s degree in Environmental Science, engineering or other applied science with eight (8) years of environmental permitting or any equivalent combination of experience and education. Demonstrate in-depth knowledge of State and Federal environmental regulations, with emphasis on hazardous waste treatment, storage, transportation and disposal regulations. Capable of working in a team, using judgment and discretion to facilitate decisions which may impact facility operations and compliance. Strong writing and communication skills. Proven experience working with regulatory agencies. Ability to work outdoors in all climate conditions and walk and climb on uneven surfaces. PCAPP is subject to Army Regulations (AR50-6 Chemical Surety Program and AR190-59 Unescorted Access Program) which govern persons performing work under the Chemical Personnel Reliability Program (CPRP) and Unescorted Access Program (UAP). Eligibility to be placed in a CPRP or UAP position requires US citizenship. Employees must favorably complete a series of screenings to include but not limited to: a National Agency Check with Local Agency Check and Credit Check (NACLC) security investigation, drug/alcohol testing and medical examination. PCAPP operates on a 24/7 schedule. This position may be required to work a schedule of rotating shifts including nights, weekends or holidays. All employees are subject to and agree to random drug and alcohol testing as a condition of continued employment for the duration of their assignment. Respiratory screening and the ability to wear PPE (Personal Protective Equipment) may be required for this position. THE FOLLOWING IS DESIRED TSDF or Demil experience or industrial chemical plant experience.
