Human Resources Specialist (Recruitment and Placement)

This is a Contract position in Whites Creek, TN posted November 8, 2021.

Summary BLM is seeking a dynamic individual to serve as a Human Resources Specialist in the Montana/Dakotas State Office, Human Resources Management Branch.

This position is located in Billings, Montana.

Responsibilities If selected at GS-07 or GS-09 grade level, the incumbent will perform the duties of the position, with a reduced level of responsibility and/or difficulty, while receiving on-the-job trainee assignments or other appropriate training.

At the full performance level, the incumbent is responsible for providing a full range of human resource services in the areas of personnel staffing, recruitment, and placement.

The duties include, but are not limited to: Performs a full range of staffing advisory services.

Provides guidance, consultation, advice, and assistance to management on recruitment and staffing strategies within regulatory requirements.

Reviews and advises supervisors and subject matter experts (SMEs) on recruitment alternatives such as merit promotion, delegated examining, and special appointing authorities.

Guides management on the use of automated staffing processes and systems.

Assists, reviews, and advises management/supervisor on conducting job analysis, crediting plans and develops vacancy announcements in accordance with the established crediting plans.

Reviews and verifies applicant eligibility and qualifications.

Informs applicants of hiring decisions and coordinates release dates or other required staffing actions.

Guides selecting officials on procedures and requirements governing selections, such as category ranking, veterans’ preference, merit promotion, direct hiring authorities, etc.

Maintains delegated examining and merit promotion vacancy case files in accordance with federal rules and regulations pertaining to records disposition.

Performs technical services on compensation issues such as pay administration, hours of work, special work schedules, tours of duty, etc.

Participates in special initiatives, studies and projects, and affirmative employment activities.

Develops and proposes courses of action to resolve problems based on knowledge and interpretation of administrative case law, regulations, policies, judgment, and experience.

Processes/reviews a variety of requests for personnel action to fill such positions and/or to career promote, reassign, or otherwise place employees.

Continually analyzes and identifies ways to improve work processes and strives to increase efficiencies.

For GS-07: You must possess one (1) year of specialized experience equivalent to at least GS-05 grade level that is equal in difficulty and complexity as indicated by the following examples: experience as an HR Trainee, HR Assistant, or HR related work in applying basic principles and practices of staffing, recruitment, and placement to perform work assignments; communicating factual and procedural information clearly, orally and in writing; gathering and analyzing basic facts and drawing conclusions; adhering to instructions, policies, and guidelines in exercising judgment to resolve commonly encountered work problems and deviations; providing technical guidance and services on staffing, recruitment, and placement; using office automation equipment and a variety of software applications to complete work assignments.

– One (1) year of graduate education leading to a master’s degree in a directly related field of study.

For GS-09: You must possess one (1) year of specialized experience equivalent to at least GS-07 grade level that is equal in difficulty and complexity as indicated by the following examples: advise management officials on various types of appointments and their appropriate application in both the competitive and excepted services; advise on the procedural and regulatory requirements governing the merit promotion process; develop rating factors and crediting plans for vacancy announcements; use a variety of standardized internal/external recruitment strategies to aid in strategic recruitment planning; and advise on position career patterns.

– Two (2) full years of progressively higher-level graduate education leading to such a degree, or LL.B.

To qualify for the GS-11: You must possess one (1) year of specialized experience equivalent to at least the GS-09 grade level that is equal in difficulty and complexity as indicated by the following examples: provides comprehensive staffing and placement services to on-site advisory centers; coordinate with, and advise HR specialists located at the on-site advisory centers on technical issues involving recruitment and placement actions; perform internal placement duties including conducting job analysis, preparing promotion and placement products, and issuing promotion and referral certificates; and perform external recruitment by developing multiple recruitment strategies utilizing such sources as veteran readjustment, reinstatement, and direct hire appointment authorities.

Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.

To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower grade level of the position to be filled.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience.

Physical Demands and Work Environment: The work is primarily performed while sitting though some work may require periods of sanding.

The regular and recurring work of the position involves sitting at a desk, conferences, meetings, etc., and occasional visits to activity work sites.

Occasional use of automobile and public conveyances may be required.
