Position Number: 123920 Position Title (Classification Title): Human Resources Specialist 123920 Working Title: Human Resources Specialist Job Summary: Administers and communicates State of Florida/University of West Florida benefits and retirement plans and services for state group health and life insurance; dental plans; disability insurance; supplemental insurance (hospital income, cancer, vision); retirement plans, tax sheltered annuities; state tax deferred compensation plans; and long term care.
Documents, updates, and corrects insurance premiums, personal data into the People First Benefits database and Banner HRIS, and files.
Daily and ongoing contact with People First, and UWF Payroll office in resolving underpayments, overages, and discrepancies with premiums.
Acts as a liaison between insurance companies and agents troubleshooting employee issues to ensure continuity of services.
Leave Reports and Maintenance, including adjustments for leave without pay, negative leave reconciliation, terminated employees leave balance adjustment.
Department Human Resources FLSA: Exempt Minimum Qualifications: A bachelors degree in an appropriate area of specialization and three years of appropriate experience; or a high school diploma and seven years of appropriate experience.
Appropriate college coursework may substitute at an equivalent rate for the required experience Position Qualifications: Knowledge of benefit enrollment/cancellation protocols with People First Benefits database, Payroll and Banner HRIS.
Good understanding of Human Resources operations and policies, confidentiality, record keeping, insurances, annuities, retirement plans and options.
Ability to record, input, and delete data into the People First and Banner HRIS systems.
Ability to use Florida Retirement System web resources to review reports and access employee data and general benefit data and forms to assist employees with all aspects of retirement.
Preferred Qualifications Strong organizational abilities to enable planning for and implementation of a variety of benefits functions, as well as ability to multi-task and work well under pressure in a team oriented environment.
Strong computer skills in MS Office Suite applications such as Word, Excel, Access, PowerPoint, Internet Explorer; experience developing forms in Adobe Acrobat; experience using a Human Resources Information System (HRIS), preferably (Ellucian) Banner.
Experience providing training and benefits orientation.
Knowledge of benefits legislation and related laws.
Prefer candidate with excellent verbal and written communications skills, and ability to maintain confidentiality.
Prefer candidate with demonstrated ability to complete work assignments with a high degree of accuracy while maintaining a professional attitude towards quality customer service.
Preferred candidate will have demonstrated that they are adept at public speaking.
Preferred candidates will have demonstrated ability to design and deliver informational workshops for groups from 5-100 employees.
Problem solving skills and an ability to research complicated issues are essential to success.
Essential Functions / Job Duties: 35%
– Benefits Enrollments: Administers and communicates State of Florida/University of West Florida benefits and retirement plans and services for state group health and life insurance; dental plans; disability insurance; supplemental insurance (hospital income, cancer, intensive care, and accident).

– Retirement Enrollment/Planning and Processing: Advises and educates UWF and Faculty on selection and enrollment into retirement programs; works with annuity agents, payroll and Banner HRIS and division of retirement for retirement planning.
Schedule the financial planning series and liaison with the presenters.

– Documentation/record keeping: Documents, updates, corrects insurance premiums, enters personal data into the State of Florida People First Benefits database and Banner HRIS data systems and files.
Daily and ongoing contact with Division of State Group Insurance, and UWF payroll/comptrollers office.

– New Employee Orientation: Conducts and assists with New Employee Orientation, Open Enrollment and Retirement workshops to communicate programs of choice and information.
Coordinates changes made during open enrollment with People First Benefits database and HRIS.

– LEAVE MAINTENANCE: Responsible for leave maintenance by processing reports and continuously following up with departments and employees on: negative leave balances, pending/in progress leave reports and leave without pay/leave with pay.
Validate all administrative leave taken, perform bi-weekly, manual adjustments on administrative leave, and leave without pay.
Clear leave balances for terminated employees after leave payout processing has occurred.
Perform manual adjustments of leave balances for employees on Workers’ Compensation who are receiving loss wages.
Work closely with the Benefits Manager to maintain proper filing and ensuring reporting methods are followed for line item employees.
