Human Resources Assistant (OA)

Summary This position is located in the Stoneville, MS Location Support Service. The Stoneville location encompasses nine Research units. The Location Support Staff provides administrative support to the Stoneville Location and Southeast Area Office of the Director. The incumbent is responsible for working with the Administrative Officer in providing human resources-related service. Responsibilities Facilitates the submission of “Request for Personnel Action” in the Administrative and Financial Management Customer Service Portal. Facilitates the onboarding of new employees in the USA Staffing Onboarding Portal. Facilitates the submission of recruitment documents to the Southeast Area Human Resources Staffing and Recruiting team via the Administrative and Financial Management Customer Service Portal. Serves as the location’s Point-of-Contact for internal and external inquires regarding Federal employment. Requirements Conditions of Employment Qualifications Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are: GS-05: Qualifying experience for GS-5 includes one year of specialized experience equivalent to the GS-4 grade level in Federal service. Specialized experience is 1) utilizing a personal computer; 2) utilizing program software such as word processing, database, spreadsheet, or presentation software; 3) preparing written responses to inquiries, letters, memos or other correspondence; 4) conducting quality review of documents such as proof reading and editing written materials for accuracy, grammar, and spelling; 5) providing clerical support to an office by maintaining files or records. OR Education: Successful completion of four year of education above the high school level in any field for which high school graduation or the equivalent is the normal prerequisite. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school. OR Combining Education and Experience: Equivalent combinations of successful completed post-high school education and experience may be used to meet total experience requirements at the grade GS-5 and below. For GS-5 level positions only education in excess of the first 60 semester hours. (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience. Selective Placement Factor(s): A minimum typing speed of 40 wpm is required. All applicants must self-certify their typing speed on their application(s). Applicants who do not document typing proficiency will not receive further consideration. Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education This position does not have an education qualification requirement. When assessed through a score-based category rating method, CTAP/ICTAP applicants must receive a rating of at least 85 out of a possible 100. Recruitment or Relocation Incentive may be authorized. This position may be eligible to telework up to four days per week, based upon the duties of the position. This position may also be eligible for flexible work arrangements as determined by agency policy and any applicable collective bargaining agreements.
