The full performance level of this position is GS-07.
Responsibilities Prepare and process a full range of personnel actions.
Request and assemble all required documents for specific actions.
Make coding determinations.
Check the accuracy of computer-generated actions.
Follow up on due dates.
Serve as main point of contact for new hires for both on-boarding and off-boarding.
Assist supervisors with all actions.
Initiate background investigations for all new employees, contractors and volunteers.
Perform miscellaneous clerical work in automated HR systems.
Provide assistance and advice to staff concerning HR automated systems.
Resolve basic pay related questions and problems, including pay setting functions.
Provide technical assistants to management and staff concerning HR regulations, policies and procedures.
Assist with technical assistance and research for HR and BLM staff.
Compile data and reports as required.
Manage and update personnel records as needed.
Assist higher level specialists with training tasks.
Participate in OJT and compete mandatory training in a timely manner.

To qualify for the GS-05, you must have: 1 year of specialized experience equivalent to the GS-04 OR 4 years of education above high school OR equivalent combination of experience and education.
Specialized experience is defined as: Performing assignments or having received training regarding processing, staffing, and customer service.
The work requires a practical knowledge of the rules, regulations, and processes related to Human Resources (HR).
Maintaining the confidentiality of all sensitive matters.
To qualify for GS-06, you must have a minimum of 52 weeks or one-year specialized experience in the lower grade (GS-05 or equivalent).
Specialized experience includes but not limited to providing customer service, researching, applying regulations and instructions, use an automated data base system to input and extract data performing assignments or having received training regarding processing, staffing.
The work requires a practical knowledge of the rules, regulations, and processes related to Human Resources (HR).
Maintaining the confidentiality of all sensitive matters.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
You will receive credit for all qualifying experience, including volunteer experience.
You must meet all qualification requirements by the closing date of the announcement.
