Supporting the Most Exciting and Meaningful Missions in the World Human Resource Manager PAE has a unique opportunity for an HR Manager to provide support to a variety of contracts within PAE’s Mission Support Group – Professional Security Services business area. Reporting to the Sr HR Manager, the HR Manager is responsible for achieving a high level of employee/management satisfaction across programs within the business area. The HR Manager will deliver HR services in a timely, effective manner and will serve as a strategic business partner to Program Directors and Managers. This position will partner with management to identify and implement retention strategies, assess the talent management needs of the programs, promote a diverse and inclusive working environment, consult on optimum organizational structure and process, and ensure effective communications. The HR Manager will recommend, develop and execute company-specific approaches and solutions to meet the program’s objectives and goals. The HR Manager will also assume management responsibility for one HR Generalist. Essential duties and responsibilities include the following: * Partner with Program Director and other levels of management to identify attrition issues and trends and implement appropriate strategies and solutions to address retention challenges
* Partner with Program leadership to implement appropriate talent management and development strategies
* Lead and support HR practices and objectives that will support the attainment of business goals, promote effective business operations, and assist programs in meeting financial and non-financial objectives
* Onboard employees for various sizes of contracts to include transitions from incumbent contractors to PAE; partner with appropriate stakeholders to facilitate system set-up and timely program transitions with minimal disruption of operations. Proactively develop program-specific employee communication materials, facilitate information sessions and transition meetings, determine training and guidance needs, and coordinate with other functional areas for assistance.
* Actively support proposal efforts
* Ensure optimal employee engagement and foster a high-performance culture
* Provide proactive direction and guidance to managers/employees on performance management (coaching, career development, counseling, and/or disciplinary actions), communications and training, employee relations issues, interpretation of employment laws and company policies and procedures.
* Investigate employee complaints/allegations in accordance with company protocol
* Maintain in-depth knowledge of legal requirements related to day-to-day management of employees, reducing legal risks, and ensuring regulatory compliance. * Assist in identifying training needs for the program and deliver (or coordinate the delivery of) non-operational training
* Address employee/management inquiries regarding SCA regulations
* Answer questions regarding compensation, SCA compliance, paychecks, benefits, performance, company policies, workplace concerns, training, and career development.
* Identify process improvement opportunities within and outside of the functional area and coordinate with relevant stakeholders for implementation
* Conduct group presentations to communicate company policy, processes, and/or annual company activities such as benefits enrollment, ethics training, etc.
* Provide oversight and management support to HR Generalist. Qualifications: * Ability to obtain and maintain US security clearance
* Minimum 8 years exempt level experience in Human Resources with a minimum of three years working in the government contracting environment
* BS/BA Degree
* Demonstrated experience in providing HR leadership and guidance to a large, diverse client base
* Demonstrated experience in independently assessing and resolving a variety of employee relations issues. * Knowledge of HR Laws and disciplines including recruiting, talent management, compensation practices, organizational diagnosis, employee relations, training and development, diversity, performance management, and federal and state employment laws.
* Proven ability to lead complex organizations through change
* Ability to travel between facilities in Northern Virginia as needed
* Proficiency with Microsoft office professional software and ability to easily adapt to new systems Desired Qualifications: * Secret clearance
* SPHR, PHR, or equivalent certification
* Successful identification and implementation of actions that have enhanced employee engagement and decreased voluntary turnover
