Job Location : San FranciscoDepartment OverviewThe Energy Policy Analysis & Design team develops PG&E’s policy positions on issues that impact PG&E’s electric portfolio and advocates for those positions at the CPUC and other regulatory agencies. We also develop positions on legislation that would impact PG&E and work with PG&E’s state government team to advocate for those positions. The team works on a wide range of issues including the changing nature of the grid (behind the meter solar and storage, distributed energy resources), retail competition (Community Choice Aggregation, Direct Access), and market and procurement policy (Resource Adequacy, Renewable Portfolio Standards). This manager position is for the Customer Choice Policy team .Position SummaryThe Customer Choice Policy team is responsible for managing the company’s strategy and policy engagement on issues related to customer choice to invest in behind-the-meter renewable generation and select a retail provider. This includes proceedings related to Community Choice Aggregation (e.g., Power Charge Indifference Adjustment), direct access, and the valuation of behind-the-meter generation and distributed resources (e.g., Net Energy Metering and Avoided Cost Calculator). The team participates in a wide variety of proceedings and projects, and across these venues seeks to ensure continued customer choice while advocating for consistent and fair valuation and rules.All employees are responsible for performing their jobs in accordance with PG&E’s vision and values.Job ResponsibilitiesSupervise multiple analysts and principals within the Customer Choice Policy teamSet team goals and direct team efforts and tasks toward accomplishing team goalsLead the development of company policy positions and advocacy strategies, including through leading cross-functional teams within PG&EPerform outreach to external parties to advocate for, align on, and compromise on policy positions, as appropriatePresent proposals to Directors, Officers, and Senior Officers in support of policy positions and advocacy strategiesProvide career development and mentoring to employeesSupport senior management in strategic planning and decision-makingAbility to anticipate and resolve complex issues that sometimes involve senior management and limited informationContinually applies, and guides others to apply understanding of company goals and strategies to everyday work and tasksPossesses an in-depth understanding of areas such as electric utility operations, utility planning, credit and risk management, quantitative analysis, law and regulatory relations, utility revenue requirement and rate-making, etc.QualificationsMinimum:Bachelor’s Degree with coursework in a business-related field, public policy, economics, mathematics, engineering; or equivalent field of studyRequires a minimum of 6 years of relevant job experience. Experience in energy markets, electric rates, portfolio management, or energy policy are strongly preferred, if not requiredDemonstrated experience successfully working with cross-functional teamsStrong written and verbal communication abilityDesired:MBA or Master’s degree in related field preferred. Education related toenergy policy, energy markets, energy economics, energy law, or similar preferred.Knowledge of and experience with California energy markets, distributed generation cost effectiveness valuation, avoided cost modeling, and California retail energy landscapeExperience and comfort drafting written comments in regulatory proceedings, presenting at public workshops, presenting to senior leadership, and sponsoring expert witness testimonyExperience with stakeholder engagement including developing and maintaining relationships, developing engagement strategy and messaging, and developing consensusKnowledge of utility ratemaking/cost recovery and other regulatory matters, including the Power Charge Indifference Adjustment (PCIA) and Cost Allocation Mechanism (CAM)Demonstrated Skills: Team leader, effective project manager, decisiveness, creating impact,business understanding, good organizational and communication skills, and the ability to flourish in a highly fluid environment with multiple high priority tasks
