Director of Federal Policy

National Coalition of STD Directors

This is a Full-time position in Washington, DC posted November 28, 2021.

PURPOSE

The Director, Federal Policy is responsible for leading the organization’s engagement with Congress and Administration officials and works under the direction of the Senior Director, Policy and Government Relations.

The position works collaboratively with policy consultants to implement the organization’s legislative and policy agenda and provide policy-based technical assistance to NCSD’s members.

PRINCIPAL DUTIES AND RESPONSIBILITIES:
Contributes to the formation of NCSD’s yearly legislative and administrative policy agenda by collaborating with key NCSD policy staff, consultants, members and board of directors.
Implements the yearly legislative and administrative policy agency by directly engaging with Congressional staff and members of the Administration through written communications, meetings and coalition activities.
Provides staff support to in-person and virtual Congressional and Administrative meetings of NCSD staff, meetings of Board committees, and other gatherings.
Represents NCSD at meetings of national coalitions to gather information, advocate for NCSD’s agenda, and prepares briefing memorandums and other updates to NCSD staff about coalition developments.
Leads staffing support for the National STI Coalition, the Partnership to End the HIV, STD and Hepatitis Epidemics, and the Federal AIDS Policy Partnership (FAPP).
Provides research and background analysis on a range of current legislative and regularly matters.
Monitors developments in the Congressional Record and Federal Register.
Serves as a resource and contact point for NCSD members on current federal policy and legislative matters.
Conducts public speaking and presentations and represents NCSD at national public health meetings and meetings of our membership.
SUPERVISORY RESPONSIBILITY:
Supervises Senior Manager, Policy and Government Relations
EDUCATION AND EXPERIENCE:
Congressional appropriations experience required through working on the hill or leading advocacy and government relations appropriations work for a national organization or corporation
Bachelor’s degree and a minimum of 7 years’ work experience in public health, HIV or STDs, reproductive health or related field; Master’s degree preferred
Knowledge of and experience working toward racial and health equity
Experience in public speaking, advocacy strategies and training
Proven track record in researching and analyzing legislation and regulations
KNOWLEDGE, SKILLS AND ABILITIES REQUIRED:
Excellent verbal and written communications

Ability to think creatively, follow intuition, take initiative, and be proactive
Excellent organizational skills
Ability to work successfully within a team
Ability to travel when necessary (approximately 10%) and represent the organization at events in Washington, D.C.

WORK ENVIRONMENT

Typically, this position operates in a professional climate-controlled office environment.

This position may have the ability to work remote.

PHYSICAL DEMANDS

While performing the duties of this position, the employee is regularly required to communicate and converse with employees in the English language.

The employee must be able to remain in a stationary position 50 percent of the time and occasionally move about inside the office to access file cabinets, printer/copier and other office equipment.

The employee must be able to operate a computer and phone for extended periods of time.

Job Type: Full-time

Pay: $86,405.00
– $95,000.00 per year
