Summary nnThe Quality & Environmental Manager/Site Safety & Health Officer is primarily responsible for the overall management of the NAVFAC Japan Guard Force Services Contract Quality and Environmental/Energy programs related in the PWS to ensure compliance with all Federal, U.S.

Navy, and Japanese laws, regulations, policies, and directives as well as applicable industry standards, and any proposed and or implemented changes to the same.

nn nn nn nnDuties related to Quality Management include ensure contractor compliance with all contract deliverables, continuous process improvement, identification of non-conforming services, development and implementation of corrective actions to address non-conforming services, verification of the effectiveness of corrective actions, and communication with U.S.

Navy and Japanese Maritime Self-Defense Force stakeholders relevant to quality control.nn nn nn nnDuties related to Environmental/Energy Management include ensuring Contractor operations adhere to the goals and policies of the Environmental Management System, the Installation Energy Plan, and other specified Sustainability requirements affecting the contract.nn nn nn nnDuties related to Site Safety and Health Officer primarily include preparing and enforcing the Contractor’s safety program on this contract.

The individual must always be on-site when work is being performed to implement and administer the Contractor’s safety program and government-accepted Accident Prevention Plannn Responsibilities Establish and manage Quality Management System Plan to include policies, programs, and procedures to include a Quality Manual, Procedures, Self-inspection Program, Audits, and Continuous Improvement to ensure compliance with contract deliverables.

Establish and manage Environmental/Energy Management System Plan to include policies, programs, and procedures to include an Environmental Protection and Energy Conservation Manual, Procedures, Self-inspection Program, Audits, and Continuous Improvement to ensure compliance with contract deliverables.

Must be able to work flexible hours to include weekends and holidays if needed.

Ensure the hazards identified in the AHA are appropriately addressed; Provide training on the hazards of the activity and PPE or controls to be utilized; Provide feedback on the work activities as to how to improve the safety of the activity Document the safety and health controls being used and implemented.

Other duties as assigned Qualifications Must have at least three (3) years of experience in preparing and enforcing QMS programs on contracts of similar size, scope, and complexity.

Bachelor’s degree in related field.

Equivalent education/experience is applicable.

Must have completed five (5) years of satisfactory experience in preparing and enforcing safety programs on contracts of similar size and complexity in the past OR three (3) years of experience if he/she possesses a Certified Safety Professional (CSP) or safety and health degree Completed the OSHA 30-hour construction safety class or equivalent Maintain competency through 24 hours of formal safety and health related coursework every four (4) years Effective oral and written communication skills.

Excellent interpersonal skills.

Must have the ability to make recommendations to effectively resolve problems or issues, by using judgment that is in consistent with standards, practices, policies, procedures, regulation or government law.

In compliance with federal law, all persons hired will be required to verify identity and eligibility to work in the United States and to complete the required employment eligibility verification document form upon hire.

Must possess and maintain a valid state driver’s license.

Must be able to obtain and maintain a Secret DoD security clearance.

Must be able to meet drug testing and alcohol
– free workforce requirements to include random drug and/or alcohol testing.

Skill in operating a personal computer and standard office equipment.

Must have proficiency in a variety of computer software applications in word processing, spreadsheets, database, (MSWord, Excel, Access, PowerPoint), and Outlook.
