ANTHC is currently recruiting for a Project Manager III who will work in our National Telehealth Technology Assessment Center (TTAC) on a multi-state federally funded initiative to assess Broadband capacity.

The successful candidate will have a unique opportunity to help shape the future of Broadband deployment, not only in Alaska but throughout the Nation as we develop a data tracking tool and process that will provide invaluable information for decision makers regarding Broadband expansion activities.

Information provided through this program will inform decision makers about Broadband access and capacity and will help them allocate funds focusing on broadband expansion through the new American Infrastructure Bill.

The Successful candidate will have a Master’s degree in project management or a related field and ten years professional work experience managing major projects or using all aspects of planning, design and implementation of projects, or an equivalent combination of relevant education and/or training.

This individual must also have a valid driver’s license.

JOB SUMMARY: Under general direction, manages project planning, funding, approval, and implementation.

Works with staff members and other stakeholders to successfully plan and execute projects that support the priorities of the organization while ensuring that projects are completed on schedule.

This Telehealth Project Manager will work with Telehealth programs in four states (Alaska, Michigan, Texas and West Virginia) to identify broadband access to health care systems and patient homes, in an effort to identify access barriers to the delivery of Telehealth.

They will be responsible for developing relationships with Lead Community Partners in each of these States to ensure that the program goals and objectives are operationalized and that the project is being successfully implemented.

They will also be responsible for ensuring that identified working groups are completing tasks as designed.

A working knowledge of healthcare delivery systems and Telehealth will ensure a smooth implementation of the program.

REPRESENTATIVE DUTIES

  • Works extensively with the TTAC Director to develop and provide oversight of program operations
  • Collaborate with regional partners (Community Lead Partners (CLPs)) to build awareness of the purpose of the program, and to deploy the data tracking devices
    • Strategic planning with the Community Partners to determine roles and responsibilities in designing, deploying, and managing the data tracking devices (Beacons)
    • Work with CLPs to implement regional action steps and to ensure contractual obligations are being met
    • Oversee community outreach to promote value added opportunities through data gathering and analysis activities that are beneficial locally, regionally, statewide, and nationally
    • Work with the Technical Team to ensure deployment of Beacons and training of local IT staff for Beacon management, customer service satisfaction, and local support
    • Sets Agenda for Steering Committee (Advisory Group to the Operations, Evaluation and Technical Teams) and works extensively with the Steering Committee to implement action steps associated with the activities of the Steering Committee
  • Work with Evaluator to collaborate on data gathering processes
    • Act as Liaison with Evaluation Team and Program Operations
    • Work with Evaluation Team to identify local IRBs and secure IRB approval for data gathering processes and program implementation
  • Establish and maintain Key Workgroups and subcommittees such as:
    • Technical design workgroup
    • Data analytics workgroup
    • Legal and regulatory (compliance) workgroup
    • Implementation workgroup
    • Others as identified throughout the project design and implementation
  • Write summary reports for grant management purposes
    • Fulfill Program Reporting requirements for Cares Act Funding
    • Complete monthly, quarterly, and annual reports as required by the funding source and/or ANTHC
    • Provide summary reports that may be required by the Steering Committee, Workgroups and other parties associated with the program

Required Skills

KNOWLEDGE and SKILLS

  • Knowledge and proficiency with MS Project, Excel, Word, PowerPoint and Visio.
  • Knowledge of Project management experience to include the use of standard methodologies on complex projects in a healthcare environment.
  • Knowledge of applicable statutes, rules, regulations, ordinances, codes, administrative orders and other operational guidelines and directives.

    Skill in assessing and prioritizing multiple tasks, projects and demands

  • Skill in establishing and maintaining effective working relations with co-workers, contractors, and representatives from other local, state and Federal organizations.
  • Skill in operating a personal computer utilizing a variety of software applications.
  • Skill in establishing and maintaining cooperative working relationships with individuals with wide array of cultural, political, educational, socio-economic, geographic and linguistic backgrounds.
  • Skill in addressing sensitive issues and situations.
  • Skill in advising leaders of complex organizational units.
  • Knowledge of the principles and practices of cost accounting, budgeting and strategic planning.

Required Experience

MINIMUM EDUCATION QUALIFICATION

  • A Master’s Degree in project management or related field.

    Progressively responsible professional/exempt work experience in all aspects of the planning, design and implementation of highly complex projects may be substituted on a year-for-year basis for college education.

MINIMUM EXPERIENCE QUALIFICATION

  • Ten (10) years professional work experience managing major projects or working in positions using all the aspects of planning, design and implementation of projects.

    An equivalent combination of relevant education and/or training may be substituted for experience.

MINIMUM CERTIFICATION QUALIFICATION

Relevant industry related certification/licensure.

Four years additional project management work experience may be substituted for certification/licensure.

ADDITIONAL REQUIREMENTS

Travels frequently within Alaska in small fixed wing aircraft; travels outside Alaska.
