Accountable for, but not limited to, census development, management of accounts receivable and collections, maximization of Net Operating Income, resident/patient care, state and federal survey compliance, positive employee relations, a positive return on investment, an effective business plan and implementation of Center core programs.

Acts as the Center representative in the center and community.

Follows all Center policies and procedures.

Completes rounds of entire center premises at least daily to ensure compliance with all policies, procedures and regulations.Essential Functions:Supervisory Responsibilities:Makes daily work assignmentsDirects the work of employeesSchedules lunch and rest breaksAuthorized early departure from workAuthorizes overtimeReassigns employees from one area to another area as center needs dictatePrepares written evaluations of assigned employeesEnforces center policies with authority to issue Disciplinary Action Reports as neededInitials time records to authorize variancesInterviews applicants that will be assigned to his/her area of responsibilityReceives and handles employee complaintsParticipates in training programs and assists in orientation of new staffBusiness PlanAnnually develops and implements a sound business plan that results in provision of quality care and a maximum return on investmentReviews business plan with department heads at least quarterly to ensure that goals are attainedCensus/Mix ManagementEnsures maximum census developmentEstablishes and reviews Census and Mix objectives in conjunction with the budget and business planOversees the placement of prospective residents to ensure that residents’ physical, mental and psychosocial needs are met by the center and who meet the financial requirementsAccounts ReceivableEnsures the maximum collection of accounts receivableReviews Aged Trial Balance (ATB) and oversees the collection of Accounts Receivable by the business office managerComplianceEnsures an effective Performance Improvement (PI) process is in place to identify and resolve center problemsEnsures center PI programs achieve compliance expectations as measured by state, federal, and Quality Validation (QV) surveysNet Operating IncomeResponsible for control of labor and supply expenses on a Per Resident Day (PPD) basisResponsible for maximization of revenue opportunities including ancillary opportunitiesLabor and Workforce PlanningDirects workforce of the centerControls labor expenses for dollars and hours on a PPD basisAuthorizes overtimeEnsures effective workforce planning and recruits quality candidatesAuthorizes early departure from workEnsures Employee Survey is conducted annually and develops an action plan to correct issues identified.

Plans meetings to address issues identifiedReceives and handles employee complaintsAttends meetings and conferences as requiredEnforces center policies and issues Disciplinary Action Reports as neededSuspends employees for disciplinary violations as requiredReviews and approves center payroll and time recordsParticipate in the interview and selection process for key positionsParticipates in training programs and assists in orientation of new staffReimbursementEnsures all reimbursement opportunities are fully attainedParticipates in Affirmative Action Plan development (as required by state or reimbursement entity)Resident Trust AccountsSupervise administration of resident trust accountsAudits resident trust accounts quarterlyConsumer SatisfactionResponsible for overall consumer satisfactionReviews Consumer Satisfaction Surveys to ensure that the center is meeting customer expectationsEnsures that the center’s PI committee reviews the Consumer Satisfaction Survey results and develops appropriate action plans to correct problems identifiedPerformance Planning and Review Guide (PPRG)With Director of Operations, establishes annual goals and objectivesAnnually develops performance objectives for each department head.

Quarterly evaluates the status of objectives and performance of standards.
