To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.

MINIMUM QUALIFICATIONS: GS-4: Successful completion of (a) an associate-degree course of study of which the 2nd year of the 2-year program included successful completion of a training course of approximately a year’s duration in a certified laboratory assistant school approved by a nationally recognized accrediting agency; (b) 1 year of study that included 6 semester hours in chemistry and/or the biological sciences, plus successful completion of the training course as described in (a) above for GS-3; or (c) 2 years of study that included at least 12 semester hours of chemistry and/or biological science course work that must have been directly related to the specialization of the position to be filled OR your resume must demonstrate 6 months general experience and 6 months specialized experience performing the following type of work and/or tasks: Use laboratory manuals for detailed instructions regarding techniques, procedures, reagents, stains, controls, normal values, etc.
Set up collection trays with supplies necessary for collection of blood and other specimens.
GS-5: Successful completion of a full 4-year course of study leading to a bachelor’s degree with major study or at least 24 semester hours in subjects appropriate to the position to be filled OR your resume must demonstrate at least the next lower grade level in the Federal service obtained in either the private sector or public sector performing the following type of work and/or tasks: Perform a variety of standardized tests and examinations under “normal” technical supervision.
Follow written procedures which give carefully detailed instructions on each step of the assigned test and examinations including the techniques, procedures, stains, reagents, chemicals, temperatures, measurements, and controls to use and observe, machine settings, etc.
Perform phlebotomy services, both finger sticks and adult venipunctures.
Determine correct blood specimen for each test ordered.
Adhere to quality control procedures.
GS-6: Your resume must demonstrate at least 1 year at the next lower grade level in the Federal service obtained in either the private sector or public sector performing the following type of work and/or tasks: Perform a wide variety of laboratory tests, examinations and determinations of a complex and responsible nature every aspect of which is not covered in detail in the instructions or guidelines.
Perform laboratory tests, such as urinalysis or blood counts; make chemical and biological analyses of cells, tissue, blood or other body specimens.
Calibrate and operate analytical instruments to perform recurring tests and analyses.
Collect and interpret data.
Maintain accurate records and reporting of data.
Determine correct blood specimen for tests ordered; adhere to quality control procedures to validate accuracy of tests and analyses; operate equipment, instruments and other devices to perform qualitative and quantitative analysis of substances.
GS-7: Completion of 1 year (18 semester hours) of graduate education that is directly related to the work of the position OR your resume must demonstrate at least 1 year at the next lower grade level in the Federal service obtained in either the private sector or public sector performing the following type of work and/or tasks: Perform very difficult and complex tests and examinations not covered in detail by instructions and guidelines or in the laboratory procedures manual.
Analyze bodily fluids, such as tissue samples, blood or urine.
Follows strict safety rules and procedures to eliminate contamination of specimens.
Calibrate and sterilize medical lab equipment.
Verify test results match the specimens submitted and ensure tests are marked and organized appropriately.
Enter information about a patient’s results in their medical history.
Equivalent combinations of education and experience are qualifying for all grade levels and positions for which both education and experience are acceptable.
General Experience: (l) Any type of work that demonstrates the applicant’s ability to perform the work of the position, or (2) experience that provided a familiarity with the subject matter or processes of the broad subject area of the occupation.
Specialized Experience for positions at GS-4 and above: (a) Technical medical laboratory support work such as performing laboratory tests and examinations (chemical, microbiologic, hematologic and blood banking) and preparing reports of findings or (b) technical support work in a closely related field, e.g., biological laboratory technician work, that required application of the methods and techniques for the position to be filled.
Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level.
Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
