The Senior Clinical Program Manager develops and implements appropriate clinical model for Special Population served based on state contract deliverables, national established complex care / LTC clinical models and within financial reimbursement model / contract funding. This position will manage a State Supported Employment Pilot program.

Primary Responsibilities:

• Ensures business processes are in place to monitor and manage Special Program operational processes as defined by the state contract and / or national standardized model components
• Develops, implements, and monitors Special Program clinical processes metrics and monthly report card
• Supervisor of staff and serve as a coach, mentor and advocate in their development and training
• Gathering and documenting clinical data, operational data, and report requirements; Analyzing and interpreting data to identify trends, patterns, and opportunities
• Assists with development of policy, procedure, standard operating procedure, workflow, job aides, training materials for Special Program or other health plan initiatives
• Develops and manages Special Program OR other clinical project / program workplans to achieve objectives
• Facilitates cross-functional and / or cross – segment teams
• Predicts emerging customer needs and develops innovative solutions to meet them
• Solves unique and complex problems with broad impact on the business
• Participates in the development of business strategy
• Translates highly complex concepts in ways that can be understood by a variety of audiences
• Influences senior leadership to adopt new ideas, programs, and / or approaches
• Measures compliance, in part by performing audits, and defines non-compliance trends
• Creates interventions to drive performance – improvement

Required Qualifications:

• Current, unrestricted SW or RN license in the State of KS
• Bachelor’s degree
• 2+ years of Management or Supervisor experience in a Clinical environment
• 4+ years of experience with data analysis using pertinent data and facts to identify and solve a range of problems within area of expertise
• 2+ years of HCBS (Home & Community Based Services) Waiver experience, OR 2+ years of project or program management experience, OR 2+ years of Kansas Medicaid experience
• Experience to interpret, organize and apply regulations
• Experience writing, editing, and presenting to executive leadership on a consistent basis
• Experience taking initiative and managing multiple projects simultaneously
• Advanced Excel experience with pivot table and macros
• Advanced knowledge of Microsoft Word, Office, Excel and PowerPoint

Preferred Qualifications:

• Experience with the state WORK program, supported employment or other state Medicaid programs
• Organizational, time management and project management skills, attention to detail
• Experience with directly supervising staff in a clinical environment
