Responsibilities:
Develop and maintain policies and procedures for program operations and coordinates effective admissions procedures for all Arkansas CARES treatment programs.
Works closely with the UAMS Headstart Administrator and LRSD to assure childcare in nursery, pre-school and school aged programs provide client access to a complete continuum of educational services.
Ensure compliance of licensing agency regulations, including The Joint Commission, Medicaid, PASSE Providers, OBHS, Department of Health and Human Services, Division of Provider Services and Quality Assurance, Department of Human Services, Division of Behavioral Health Services Office of Alcohol and Drug Abuse Prevention, Department of Child Family Services, Department of Education and federal regulatory standards for corporate compliance, including HIPPA.
Review and evaluate admission applications to the treatment programs and work with the Office Manager/Admissions Coordinator, Registered Nurse, Program Assistant, and Utilization review Department in obtaining prior authorizations (if needed) for new client admissions.
Manage all Arkansas CARES program staff, personnel issues and oversee compliance with treatment program policies and procedures.
Recruit and hire clinical, administrative, residential, and educational staff.
Develop and oversee therapy staff work schedules, vacation requests, job assignments, leaves, etc., and keep detailed and accurate documentation of all pertinent information.
Facilitate the delivery of training and evaluation services and provide 24-hour coverage for clinical staff.
Ensure the effectiveness and consistency of training staff involved in direct patient care via routine supervision, consultation and evaluation.
Facilitate communication within and among CARES treatment and residential programs and address routine personnel and/or policy issues via regularly scheduled meetings with Clinical Director/Program Coordinators, MCH OP Administrator and staff.
Disseminate agency and program information to referral agencies, social service agencies, childcare institutions, etc., as needed.
Oversee designated budgets and provide consultation to staff concerning expenditures.
At the request of the MCH Outpatient Administrator, submit proposed changes in Budget.
Work closely with the Program Support Specialist, Medical Director, and other Continuum Program Directors/Coordinators to assure client access to a complete continuum of services.
Works closely with staff in the program to ensure quality and timely service delivery through the use of verbal and written clinical feedback, in-services, staff meetings, treatment team meetings, 1:1 supervision, etc.
Assist staff and/or patients with appropriate treatment planning and discharge criteria/plans.
As needed, may provide some individual, group and/or family therapy.
Address consumer-related issues and problems in a timely manner.
Coordinate treatment team staff meetings and provide pertinent input regarding client concerns, progress, etc., as needed.
Work collaboratively with Medical Director concerning treatment issues.
Assist in pre-service and in-service training when applicable
Provide verbal and written reports to the MCH Outpatient Administrator as requested.
Consult with the MCH Outpatient Administrator in changes and/or development of agency guidelines and procedures as they relate to continuum therapeutic programs.
Coordinate with the MCH Outpatient Administrator in establishing projected productivity goals for individual, group, day treatment and family therapy in clinical, child and residential programs.
Monitor on a weekly basis with staff 1:1 and hold staff accountable.
Assists in collection and preparation of data for Quality Assurance and Performance Improvement (QAPI) Committee and actively monitor areas related to direct patient care, as needed
Participate in regular Clinical Pertinence Reviews of agency documentation practices and compliance with specified standards.
Participate in the Safety/Environment of Care program and actively monitor areas related to patient safety and risk management.
Perform other related duties as assigned by the MCH Outpatient Administrator or other senior management team members.
Provide feedback, insight and suggestions to the MCH Outpatient Administrator to improve and maintain a high quality of service delivery and ongoing program evaluation.
Follows all policy and procedure guidelines specifically and remains informed about any additions or changes.
Professional Development:
Responsibility is assumed for continuing educational and professional development and contributions are made to the professional growth of others.
Documentation of continuing education, etc., will be provided to the personnel department and copies kept in the employee’s record.
Qualifications:
Master’s degree from an accredited University and a current Arkansas License as a Mental Health Professional is required.
A minimum of four (4) years post-graduate experience working in mental health and at least (4) year supervisory experience is preferred.
Proven ability as a self-motivator and the aptitude to work in a high stress, fast paced position with a minimal amount of supervision.
Must maintain required professional certifications
Must possess a valid Arkansas Driver’s License and must be insurable to operate company vehicles if required.

Note: This position will be evaluated by the MCH Outpatient Director, the Medical Director and/or the MFH Executive Committee annually.
