BEHAVIORAL HEALTH DIRECTOR – IN HOUSE THROUGH MAY 13, 2021

QUALIFICATIONS: Masters Degree required. Must be licensed/eligible for licensure as a Behavioral Health professional in Idaho. Minimum three years successful & verifiable management/supervisory leadership experience required, including experience in planning, administering, and developing services in a culturally diverse and rural environment. Experience with Medication Assisted Treatment and Reentry Programs preferred. Proficiency in Microsoft Office products and technical writing required; prior experience with Electronic Health Records preferred. Ability to effectively lead and direct outpatient mental health and substance use disorder treatment services in a native and rural community as demonstrated by awareness, knowledge and interest in cultural and traditional practices required. Must embrace Behavioral Health Integration model.

RESPONSIBILITIES:
- Responsible for staff productivity of Behavioral Health providers by scheduling full patient care days. (Note: BH providers may also be involved with essential networking, community outreach, or training responsibilities).
- Tracks and directs productivity for department providers. Reporting is submitted to Operations Director for review.
- Responsible for staff scheduling with a goal of “Patient care comes first”, access, immediate crisis intervention, integrated and holistic care, and allowing time for administrative duties for self and staff.
- Ensures all state and federal documentation and program requirements are followed.
- Responsible for developing and implementing support groups and other community outreach programs as needed for local community.
- Prioritizes work load and determines urgency of assigned tasks, to include referring patients appropriate to resources for those in need of urgent assistance.
- Maintains a level patient care based on current need of the department, other departmental or community projects, and administrative workload.
- Responsible for developing yearly departmental budget.
- Responsible for monitoring and staying within yearly departmental budget.
- Works closely with Grants Manager to ensure compliance with and application for pertinent BH-related grants and coordinates with Coeur d’Alene Tribal Finance Dept. to monitor Reentry budget/grant expenditures.
- Serves as project director for various grants/projects as needed, seeing that grant activities are completed and grant funds expended.
- Updates Behavioral Health Dept. manual yearly or as needed to remain current and relevant.
- Responsible for quarterly QI interdepartmental audits and as needed to ensure compliance with regulatory and best patient standards.
- Meets accreditation requirements for Behavioral Health Services.
- Works with BH staff to develop “Standards of Care” for visit planning.
- Ensuring that all Behavioral Health Department staff (regular or supplemental) including self (if applicable) and consultants have met credentialing and privileging requirements.
- Implements and oversees peer review system.
- Monitors quality indicators and conducts/coordinates required QI audits and reviews of program activities.
- Verbal, non-verbal and written communication is professional and appropriate for attaining desired outcomes of team building and resolving conflicts.
- Role models patient and public relations.
- Team building – involves staff in problem solving, asks for input, and provides feedback.
- Meets with Medical Services Director as needed to help problem solve, promote development and assist with establishment of Standards of Care
- Acts as liaison to other Marimn Health departments, ensuring prompt response and cooperative efforts.
- Meets with supervisor every week, gives monthly updates verbally and in writing as requested.
- Ability to effectively and positively interact with supervisor. Involves supervisor in decision-making process.
- Promotes positive, collaborative environment. Encouraging integrated care access across Marimn Health services.
- Prepares written quarterly reports reflecting productivity, outcomes, and complete department activities/progress.
- Develops yearly departmental goals and objectives that reflect Marimn Health Strategic Plans and Priorities and ensures progress via quarterly reports.
- Reviews job descriptions yearly and updates as needed. Assists in Behavioral Health/Reentry Program personnel hiring.
- Coordinates/develops Behavioral Health team schedules.
- Approves Behavioral Health/Reentry/MAT time sheets and leave and schedules coverage to ensure patient access to services.
- Responsible for performance management of all department employees. Recommends and documents personnel issues, discipline, and incident reports to Admin and HR according to Marimn Health P & P manual.
- Provides training, orientation and continuing education to Behavioral Health staff in methodology and changes of existing treatment.
- Sees that all staff, including self, has a current CPR card per Marimn Health policy recommendations.
- Ensures appropriate clinical supervision for mental health and SUD staff is available and provided appropriately.
- Provides administrative supervision to all departmental staff.
- Responsible for conducting timely performance evaluations for all departmental staff, including input from clinical supervisors where applicable.
- Attends meetings as assigned.
- Chairs monthly departmental meeting and provides copy of meeting minutes to QI & supervisor.
- Interfaces with other departments and outside agencies in matters related to departmental functions.
