Government Property Management Specialist

Job Summary:

The Property Management Specialist receives, records and stages Government inventory in preparation for shipment and/or delivery to internal customers. The Property Management Specialist has direct responsibility for executing receiving, stocking and shipping activities for such commodities as hardware items, electrical parts, electronic components, mechanical assemblies, subassemblies, chemicals, and services. The incumbent requires a background in supply chain management, purchasing, and/or logistics in accordance with DCMA/DCAA regulations. Must have expertise in improving and executing property management processes for continental U.S. and international requirements. This includes experience in requirement forecasting, planning, purchasing, shipping and delivery, field distribution, and customer service.

Essential Duties*:

  • Responsible for managing inventory documentation
  • Manages the material receipt process and complies with all public law requirements as well as corporate policies and procedures, import/export regulations, and employs sound business practices
  • Follows Government regulated guidelines to process material receipt
  • Accurately records the quality, quantity, type, style, and any other characteristics of the material received
  • Negotiates and/or supervises the negotiation of complex requests for equipment, supplies, and services from suppliers and subcontractors
  • Coordinates with logistics department to ensure receipt of proper supplies
  • Takes corrective action with quality control personnel, customers, and vendors on defective or unacceptable goods or services
  • Reviews receipt, QC Inspection, and Issue documentation for completeness and correctness
  • Applies understanding of the property process, responsibilities and ethical standards necessary for U.S. Government, commercial and international material and services procurements
  • Works with internal customers to ensure specifications and statements of work for materials and services are appropriate for the tasks or products required
  • Reports any suspicious shortages/activity to management
  • Prepare required monthly and annual government property reports
  • Coordinate and report annual physical inventories of government property
  • Track all government tooling/equipment in house and at suppliers’ facilities
  • Perform utilization reviews; request and obtain disposition on excess government property
  • Perform annual internal audit activities of government property functions
  • Perform all contract close out activities relating to Government property
  • Perform any other assignments or tasks as needed or requested by management to assist in accomplishing the organizations mission, objectives and goals

Minimum Qualifications:

  • Must be able to work on Government programs (US Citizenship or Permanent Resident of the U.S.)
  • Bachelor’s Degree and/or 5 years related Government contracting/property experience.
  • Certified Professional Property Management Specialist (CPPS)
  • Proficiency in Microsoft Office with an emphasis in Excel
  • Occasional travel outside the local area may be required
  • Possession of a State Driver’s License required
  • Basic understanding of Federal Acquisition Regulations, contract law, price and cost analysis techniques required
  • Demonstrated written and verbal communication skills, well-developed interpersonal skills, and effective negotiation skills
  • Security Clearance/Clearance up to secret level may be required
