Job Summary
The Director of Government Affairs supports development and execution of the Company’s legislative and regulatory agenda and is responsible for strategic advocacy, communicating the policy concerns and priorities of CEMEX to Members of Congress, the Administration, and other policymakers and stakeholders. The position works with a multi-functional team to plan and strategize a clear and concise message on federal legislative issues affecting CEMEX and the industry and to ensure close coordination on state level agendas as related to the interests of CEMEX. This position reports directly to the Vice President of Sustainability, Communications & Public Affairs.
Job Responsibilities
- Communicating in writing and through personal contacts, CEMEX’s positions on legislative, regulatory and policy issues to Members of Congress, Congressional committees, the Executive Branch, and others
- Working in a team setting to develop and execute strategies to advance CEMEX’s legislative priorities
- Preparing talking points to assist in communicating Company’s views on legislative and government relations issues, primarily at the federal level
- Reporting to senior management on matters of interest to industry, primarily on government affairs issues
- Planning and executing related programs directed at building public awareness and support for Legislative priorities and support for CEMEX policies
- Representing CEMEX at industry, trade association or coalition meetings, as well as similar events and activities, as required
- Manage and direct political consultants to achieve desired outcomes
- Coordinate and oversee political contribution process for Company and CEMEX PAC to ensure compliance with Company policy and applicable law
Qualifications
- Bachelor’s degree in Business, Political Science, Public Administration or related field or the equivalent combination of education and training/experience
- Minimum of 7 years of federal legislative experience
- Demonstrated legislative policy experience in a congressional office preferred
- Ability to travel at a minimum of 30%
Knowledge, Skills, and Abilities
- Demonstrated strong written and verbal communications skills
- Strong focus on public policy, lobbying, issues management, government relations and/or crisis communications in an industrial sector, preferably construction materials
- Ability to manage multiple projects simultaneously and meet deadlines
- Knowledge of legislative and regulatory processes with a thorough understanding of authorization and appropriation legislative processes preferred
- Demonstrate ability to interact with senior business, dignitaries, and government officials
- Strong research, analytical skills and ability to stay up to date on legislative initiatives
- Advanced leadership and management skills with a proven ability to motivate others
- Ability to continuously improve processes
Working Conditions
- Frequently works long hours and is required to be on call and available on an emergency basis
- Comfortable working in a fast-paced, time sensitive environment
- Capability to work extended hours as necessary
- Ability to work with standard office/computer Equipment
- Capable of working in an open office environment
Physical Requirements
- Requires working with strict deadlines, and deliverables
- Requires travel within the US
- Requires sitting/standing in front of a computer for extended periods of time
- Requires strict adherence to all safely rules within an office environment and industrial plant locations where PPE is required
