Job Description
POSITION SUMMARY: With comprehensive knowledge of the landfills, environmental trends, and engineering, the Director, Engineering Operations develops, implements and maintains programs related to budgeting and resource planning at the Company’s landfills.
The Director, Engineering also provides oversight and technical support to Area level Engineering and Operating positions to assist in design, permitting, construction and operation of Company facilities, as well as ensuring the facilities remain in compliance with all applicable regulations and environmental management standards.
PRINCIPAL RESPONSIBILITIES:
- Supervises preparation of engineering budget models, responsible for completion of annual budget process companywide for landfill capital planning and annual amortization rate calculations.
- Provides interface between Corporate Engineering and Environmental Compliance department, operating divisions/management, Managers of Engineering and Environmental Management (MEEMs) and Environmental Managers (EMs).
- Acts as the primary contact for technical issues or compliance related questions in one of two Company Groups.
- Hires, trains, and manages the MEEMs in their responsibilities including: Cell, closure and site development and other project management (Construction and CQA Contractors).
Management of municipal contract assets where applicable.
Oversight of landfill gas O&M contractors and developers.
Engineering, permitting and compliance (including capacity calculations, permit modifications and expansions, and site surveying).
Regulatory monitoring and reporting (including groundwater monitoring, air compliance monitoring, a leachate sampling).
- Prioritizes development opportunities for the Company, evaluates and recommends optimal areas for growth and resource deployment.
- Represents Company interests within trade and advocacy groups related to solid waste management facilities.
- Develops policy input for regulatory and government affairs teams.
- Provides interface between Engineering Department and other corporate departments, including Accounting, Finance and Legal.
- Builds an effective working relationship with Area and Division level staff to develop landfill assets with a “joint” Company vision.
Communicates regularly with executives in multiple departments within the corporate office including Finance, Accounting and Legal regarding potential concerns, exposures or significant changes at facilities.
- Oversees landfill capital expenditure budgeting and spending, and landfill operating expense, including tracking of expenditures, contracting and project management.
- Assists executives with resource allocation planning, scorecard reporting, and multi-year capital planning.
- Supervises regulatory communication and contact with local, state and federal regulators.
- Attends regulatory hearings and meetings, as needed.
- Acts as a primary contact for technical issues or compliance related questions in the Company.
- Actively partners with MEEMS and EMs, operating divisions/management and Area environmental staff to ensure Company initiatives and goals are communicated and being met.
- Reviews technical aspects and regulatory compliance of targeted acquisitions.
- Completes engineering models for initial proforma development and due diligence field verification.
- Manages a professional team including hiring, training and evaluating employees; coaching counseling and managing performance; and making salary, merit or other pay increase recommendations.
This position may also make recommendations and/or take corrective action to manage performance as appropriate.
- Develops team to drive engineering standards and processes in order to support the Company strategic goals.
- Travels up to 50% of the time, sometimes on short notice.
- Performs other job-related duties as assigned or apparent.
QUALIFICATIONS:
- Licensure or certification as a Professional Engineer or Professional Geologist.
- Significant knowledge of federal and state environmental laws, with considerable ability to read, analyze, and interpret scientific and technical journals, financial reports, and legal documents.
- Must be able to ensure project completion, within deadlines and budget, while advocating for superior benefits to Company.
- Intermediate to advanced level of financial acumen, including familiarity with balance sheet accounting, P&L statement review and cash flow with an ability to develop and review cost-estimates, life-cycle cost models, forecasting, and proformas for ongoing development at Company facilities, including, but not limited to, landfills.
- Strong leadership skills including the ability to influence, motivate, build consensus, coach and work effectively within a broad cross-function of employees, external customers and vendors.
- Strong written and oral communication skills including the ability to communicate clearly with financial experts, operations employees, and managers at all levels within the organization, in addition to third parties and regulatory agencies.
- Strong decisional ability that aligns with the Company’s strategic goals; exhibits sound and accurate judgment; supports and explains reasoning for decisions; includes appropriate people in decision-making process; and makes timely decisions.
MINIMUM REQUIREMENTS:
- Bachelor’s Degree in Environmental Science, Geology, Engineering or related field.
- Minimum of 10 years of experience in landfill design, permitting, construction and monitoring.
- Demonstrated experience in and knowledge of landfill and transfer station operations.
