Learning Infrastructure Program Manager

As a Program Manager for the Management Solutions Portfolio (Level 5) you will have a span of influence that extends across multiple Boeing, airline, and regulatory organizations. You will work with professionals from across the industry to positively affect safety and the operations of Boeing and that of our customers world-wide. In this highly visible position you will work closely with Boeing executives and leaders; product teams; Finance, Marketing, Supplier Management and other supporting organizations; subject matter experts; airlines; and regulators to lead cross-organizational/business unit projects while demonstrating proficiency in project management and Scaled Agile areas in accordance with accepted standards in the industry (e.g., PMI, Project Management Body of Knowledge [PMBOK], ANSI, SAFe, and ISO standards).

Position Responsibilities

Duties will include (but are not limited to):

General

  • Holds oversight responsibility for a portfolio of multiple product efforts supporting Boeing business units (i.e., BGS, BCA, BDS) and airline goals and objectives

  • Works closely with portfolio leaders, cross-functional teams, product managers, product owners and others to plan and manage scope, deliverables, resource onboarding, work plans, and budgets

  • Manages MS Portfolio communication and collaboration mechanisms such as InSite pages, SharePoint, etc.

  • Ensures product teams comply with product management lifecycle practices, including PRIME

  • Collaborates with PRIME and other teams to develop and execute against the Portfolios product management, SAFe, and other training schedule

  • Supports product teams with meeting portfolio goals and tracking progress towards goals

  • Collaborates with Marketing and others to ensure portfolio goals are met through Customer Advisory Boards

  • Defines product release standards and ensures standards are met

  • Defines Customer Advisory Board needs in order to enable product design, development, and deployment to airlines

Metrics & Reporting

  • Collaborates with the Management Solutions Portfolio Leader to define quarterly, annual, and long-term portfolio goals and metrics in accordance with the organizational strategy and Boeing initiatives

  • Monitors portfolio metrics and key performance indicators to measure performance against goals

  • Collaborates with business leaders to understand reporting expectations. Defines reporting expectations for product teams and works with them to meet expectations

  • Identifies reporting improvement opportunities and collaborates with leaders to implement improvements

  • Works with the Management Solutions Release Train Engineer to define Portfolio practices for things such as risks, issues, and opportunity (RIOs) definition and other practices

  • Ensures RIOs are documented in accordance with expectations, are on track for closure, and are reported accurately

  • Collaborates with Finance to conduct portfolio-wide budgetary planning and tracking

  • Maintains forecasting tools and enables the portfolio to successfully deliver against established budgetary expectations

  • Supports portfolio integrated master scheduling activities

Resourcing & Vendor Management

  • Collaborates with product teams to identify resource needs and manages resource plans

  • Champions efforts in tandem with internal sourcing focals to identify and onboard candidates

  • Collaborates with the MS Senior Manager and Product Managers to define vendor and purchased services statements of work (SOW)s

  • Collaborates across business organizations to ensure Spend Control Tower (SCT) requirements are met

  • Manages vendor contracting actions including: Setting up purchase requisitions (PR)s and purchase orders (PO)s, monitoring PRs and POs throughout the approval process, requesting badges, setting up information technology credentials, and reviewing and approving invoicing

Improvement

  • Assesses product team effectiveness. Proactively identifies program opportunities and actionable recommendations to enhance portfolio productivity and customer satisfaction Leads, coaches, and mentors multi-functional teams

  • Prioritizes and negotiates to remove blockers and orchestrate successful product launches and to optimize the product lifecycle

Basic Qualifications (Required Skills / Experience):

  • Bachelor degree (or equivalent) in related work experience or an equivalent combination of technical education and experience.

  • 3+ years of experience working in a multi-project, multi-disciplinary organization

  • 3+ years of experience in a software development organization

  • 3+ years of experience working in digital product lifecycle management environments (development, deployment, modification and support

  • 3+ years of experience leading reporting and communication efforts

  • 3+ years of experience collaborating with executives and portfolio leaders, product managers, product owners, finance experts and others to lead projects

  • 2+ years of experience developing budgets, conducting financial planning, or conducting financial tracking

Preferred Qualifications (Desired Skills / Experience):

  • 1+ years of experience in leading teams in a cross-functional environment

  • 1+ years of experience leading multiple product teams in a Scaled Agile Framework (SAFe) environment

  • 1+ years of experience collaborating across functions and organizations

  • 1+ years of experience defining vision, strategy, and outcome-driven product roadmaps

Typical Education & Experience:

Education/experience typically acquired through advanced technical education (e.g. Bachelor) and typically 14 or more years’ related work experience or an equivalent combination of technical education and experience (e.g. PhD+9 years’ related work experience, Master+12 years’ related work experience, 18 years’ related work experience, etc.)

Relocation:
