Job Title:   LAC/SPO Programmatic Support Department/Location:      Washington, DC Reports To:     Contract Project Director and USAID LAC Supervisor Type: Regular Full-Time Classification:  Full Time, Exempt Security Clearance: Secret Overview: USAID’s Bureau for Latin America and the Caribbean (LAC) requires a migration specialist to support the Bureau’s focus on migration management in the region and to work closely with LAC Bureau and other USAID colleagues, inter-agency and external partners in addressing migration challenges and opportunities. This includes USAID efforts related to migrant populations transiting throughout the Western Hemisphere, particularly from Haiti, Venezuela, Cuba, northern Central America and Nicaragua. (This position requires majority teleworking during USAID phase 1 of the COVID crisis). The incumbent will complete the following functions: Functions:  Support the implementation of policies and high-priority U.S. government initiatives and programs designed to reduce irregular migration. Take direction from LAC staff in helping to execute a migration management agenda and in preparing LAC and Agency leadership to participate in high-level intra- and inter-agency engagements. To execute the migration management agenda, maintain regular contact with inter-agency colleagues and quickly produce background materials for internal and external engagements for LAC and Agency leadership. Additionally, prepare rapid responses to requests from the National Security Council and other inter-agency partners. Support Bureau Data Analyst in conducting rapid research and analysis on migration trends in the LAC region and maintain regular contact with USAID mission staff on the impact of these trends on USAID programming. Support the incorporation of data and evidence into materials developed to prepare senior leaders for internal and external meetings related to migration management, and for Missions to use in their program planning. Support Bureau Data Analyst in translating complex concepts and findings related to migration management into concise, plain language for different audiences. Closely tie findings and conclusions into the agency’s mission, problem statement, and bureau and mission objectives. Collaborate with teammates and USAID stakeholders in a productive and organized manner. Support the budget team in graphically representing budget information as needed. Ensure that USAID meets the highest standards of professionalism, efficiency, and quality in working intra- and inter-agency discussions, as well as external engagements, that rely on data analysis and communication. Provide accurate and timely updates for priority topics identified by the LAC Bureau. Performs other related duties as assigned. Type of experience required: A Bachelor’s Degree, plus at least 5 years of experience. Experience should combine high level writing and research skills; or A Master’s degree, plus at least 1 year of experience. Experience should combine high level writing and research skills. Excellent written, graphic and oral communication skills and the ability to communicate effectively with a wide range of people. Strong interest in or experience with migration and/or displacement issues. Be comfortable in a team environment with a free flow of information and ideas, be able to multitask in a fast-paced environment; and have strong problem solving, organizational, and time management skills. Proficiency in presenting and incorporating data into written briefing materials and graphically in PowerPoint presentations or other documents. Experience desired but not required: Working-level Spanish is a plus.
Experience working on migration policy and/or programs is a plus. Travel:  International travel will not be required.
