Force Afloat C4I Readiness Support Subject Matter Expert (SME)

Summary: This position will support a new services contract to provide Command, Control, Communications, Computers, Combat Systems, and Intelligence (C5I)/Cyber Readiness Program Mission and Infrastructure Support Services to Commander, Naval Surface Forces, Pacific (CNSP) N6 Department Staff and Divisions.

These vital support services will enhance warfighting readiness and increase the C5I proficiency of the Surface Force to include afloat and ashore claimants and staff.

The position will align to CNSP C4I Readiness Officer providing Readiness, Meeting, Instruction and Trend Analysis support.

Candidate shall have documented experience, capabilities and training in Fleet C4I readiness instructions, requirements, equipment, and processes.

Responsibilities:

  • Perform daily monitoring of readiness of afloat command, control, communications, computers, and intelligence (C4I) Readiness issues through official message traffic, email correspondence, verbal tasking, or other communication means, and provide findings to the Force C4 Officer (F-C4IO) and staff.
  • Perform assessment of policy changes for impact to Fleet stakeholders, and provide feedback of suggested changes.
  • Attend teleconferences, video teleconferences (VTCs), and internal and external meetings in lieu of or in addition to the F-C4IO and staff.
  • Document meeting minutes and prepare any necessary visual aids to support meeting requirements.
  • Perform development of technical documentation for Type Commander (TYCOM) instructions, data calls, requests for information, and multimedia presentations for F-C4IO initiatives and requirements.
  • Perform trend analysis on C4I/networks related CASREPs and trouble tickets to provide tailored training in support of Afloat C4I/Networks mission requirements.
  • Present findings in Government-approved format for distribution via formal Naval messages, multimedia presentations, or other approved means as directed.
  • Develop C4I metrics to reflect trends and readiness metrics against POR installation status, requirements, and directives to support leadership requirements and process improvement.
  • Work with internal and external clients, third party vendors, and F-C4IO in accomplishing project objectives in support SMCP program, to include the tracking of onboard equipment requirements, training requirements, and pre-deployment supply requirements.
  • Work with F-C4IO to facilitate decisions necessary for program delivery, and communicate funding requirements.
  • Support the organization in the execution of vendor process to ensure timely and accurate delivery of parts and support equipment.
  • Assist in the development, information gathering, and tracking for shipboard ITPRs to facilitate submittal to Government POCs for processing.
  • Maintain all required accounts to perform necessary assessments for software approval status, and communicate findings to internal and external customers.
  • Coordinate with external POCs to obtain additional integration and applicability statuses of software and hardware, as required, to support documentation for approval decisions.

Minimum Qualifications:

  • Minimum 8 years of recent experience in Navy Information Warfare/ Information Professional community with a BS in Cyber Security, Computer/Information Systems, Cyber Engineering or related technical degree.

    An additional 7 years of relevant experience (15 years total) may be substituted for the degree requirement.

  • Must demonstrate an in-depth knowledge of CNSP N6 s mission, functions and tasks and US Navy surface forces.
  • Proficient knowledge of Navy Surface ADP Systems: ISNS / CANES, ADNS.
  • Proficient knowledge of Navy Afloat Applications / Connected Systems: NTCSS, MFOM, NIAPS, TMIP, RAPIDS, KMI, CENTRIXS, GCCS-M, DCGS-N.
  • Proficient knowledge of the following programs: CMS / KMI Oversight, Maintenace Avail TempLAN Coordination, IT Purchase Requests, Shipboard Multipurpose Copier Program, Iridium Coordination.
  • Proficient in use of Microsoft Office applications.
  • Excellent oral and written communication skills at all levels.
  • Strong customer focus and effective inter-personal skills.
  • Strong organizational and time management skills, prioritization, and follow through.
  • Strong analytical and critical thinking skills.
  • Possess active listening skills.
  • Pursuant to the various government contractual requirements, all applicants must be U.S.

    Citizens.

  • Ability to obtain and maintain a Common Access Card (CAC).
  • Must have an active Secret security clearance.

Preferred Requirements:

  • Prior US Navy N6 Staff experience.
  • Prior Information Warfare/Information Profession Officer experience.
  • Prior Surface Warfare experience.
  • Project Management Professional (PMP) certification.

ADA Notification:

  • Regular communication (hearing/speaking).
  • May be required to lift, carry and transport equipment and boxes.
  • Must be able to work in an office environment.
  • May stand prone or sit at a computer for hours at a time.
  • Job may require bending, stooping, lifting.
  • Ability to travel by car, air or other means of transportation, if required.
