JOB SUMMARY
Reporting directly to the SVP, Field Operations Engineering, the VP, Underground Construction is responsible for providing leadership and building an organization to construct underground conduit infrastructure to support FTTH architecture in multiple states for rural broadband expansion.
This position is responsible to hire, develop and build an initial team of 50, and grow the team expected to double/triple in size as a result of productivity and success.
Responsible for defining standards for construction methods, quality control, production, equipment specifications, facilities, and yards to support the new organization.
This role will work closely with Corporate Design, Field Ops Construction, Plant Regulatory Strategy & Deployment, Legal, Government Affairs, Procurement, Customer Operations, Marketing and Corporate Leadership to plan/execute the construction projects and organization.
In addition, this position will work closely with Field Operations Region leadership to ensure alignment with construction project plans/schedules and activation.
MAJOR DUTIES AND RESPONSIBILITIES
Establish and develop a productive underground construction organization to build underground conduit to support FTTH architectures in rural areas in multiple states.
Establish underground construction practices, methods and procedures and ensure they are documented and adhered to in the field.
Responsible to ensure compliance with all underground construction and design standards.
Establish and ensure all projects are managed consistently using standard project management planning/scheduling documents, and standard reporting.
Create underground production models, standards and daily tracking of crew production.
Identify engineering/construction opportunities and promote change and initiate strategies.
Create and enforce all quality control programs for underground construction and ensure they are consistent with corporate construction/design standards and minimize damages to local utilities and infrastructure.
Develop plan to secure all permits and create templates for underground detail drawings to be used for permits, crews, utilities, federal, state, and local agencies.
Develop and maintain strong working relations with local utilities, vendors, contractors and government agencies.
Ensure all as-builts are completed and submitted accurately and timely.
Minimize impact to BAU operations in the region.
Ensure adherence to company safety standards and that all field work meets all state and federal safety requirements.
Actively and consistently support all efforts to simplify and enhance the customer experience.
Work with Business Planning to develop budgets and forecast planning for the construction organization and managing expenses for all construction projects.
Manage underground construction capital and make sound investment recommendations and decisions.
Oversight of the change management approval process for underground construction projects.
Perform other duties as requested.
REQUIRED QUALIFICATIONS
Skills/Abilities and Knowledge
Ability to read, write, speak and understand English
Advanced Knowledge of underground construction as it relates to FTTH and HFC networks
Advanced knowledge of underground construction equipment and practices
Advanced knowledge of underground construction quality control practices to minimize damages
Ability to communicate in a clear, straight-forward, and professional manner
Knowledge of company products and services
Ability to handle multiple projects and tasks in multiple states

Knowledge of all FCC compliance reports and other rules and regulations

Education
Bachelor’s degree in Engineering, Construction Management or related field, or equivalent experience
SCTE/BCTE certification or equivalent
