This position plans, coordinates, supervises, reviews and evaluates the work of construction management inspectors and engineering consultants; directs quality control activities for the unit; resolves problems with developers, contractors and the public.This examination will establish an Open Competitive and Promotional list to fill current and/or future vacancies that may occur within the next six (6) months or may be extended as needed by the Office of Human Resources.Some positions may be Bond Funded.
Bond Funded positions are subject to continuation based on availability of bond funds and the employee will be terminated without right of appeal when such funds are no longer available.MINIMUM REQUIREMENTSEducation and Experience: Equivalent to completion of two (2) years of college level course work in pre-engineering, construction technology or a related field AND five (5) years of full-time construction inspection experience, preferably inspecting public works projects, including one (1) year of full-time lead or supervisory experience.Qualifying education and experience must be clearly documented in the “Education” and “Work Experience” sections of the application.

Recommends selection of staff; trains staff and provides for their professional development; administers discipline as required.
Oversees quality control staff who ensure, through a materials testing process that contractors are in compliance with uniform standard specifications.
Interprets, explains and enforces regulations, ordinances and policies to developers, contractors, representatives of other agencies and the public; confers with County engineering and inspection staff regarding possible changes to plans and problem resolution; resolves construction conflicts and disputes.
Responds to inquiries from insurance adjustors and legal staff regarding accidents and liability at construction sites.
Attends pre-bid and pre-construction conferences to insure coordination of developer and County construction projects.
Performs design review before a project is bid; prepares bid specifications, solicits and reviews bids and recommends award.
Coordinates with County traffic engineering staff regarding road closures and safe clearances during the construction process.
Performs on-site inspections of streets, curbs, gutters, sidewalks, driveways, catch basins, storm and sanitary sewers, traffic signals and controls, rough and fine grading and related public works projects in difficult, complex or disputed situations.
Reviews plans, maps, specifications, soils reports, contracts and other documents to ensure conformance with federal, state, County and industry codes and regulations; notes changes required and follows up as required.
Maintains and directs the maintenance of a variety of records and files.
Prepares reports, correspondence and a variety of written materials.
Contributes to the efficiency and effectiveness of the unit’s service to its customers by offering suggestions and directing or participating as an active member of a work team.
Uses a variety of engineering and survey tools and equipment and standard office equipment; operates a County vehicle to travel to and from job sites.PHYSICAL DEMANDSMobility to work in a typical office setting, use standard office equipment and to drive a motor vehicle in order to travel to and from work sites; strength and stamina to inspect various public work projects; vision to read printed materials and a computer screen; and hearing and speech to communicate in person or over the telephone.
