The Disaster Management division works with government agencies and communities to design and implement policies and programs to promote increased resilience to disasters and to promote long-term recovery in housing, economic revitalization, and infrastructure after disaster strikes.
Our functional expertise is in program management, technical assistance, training, performance measurement and evaluation, website development, and adult learning.
Clients include HUD, HHS, and USDA among others.
We often work in close collaboration with ICF experts across the firm on issues related to energy efficiency and green building, infrastructure, disaster planning and recovery, financial literacy, job training, and others.

ICF is hiring Sr.
Construction Specialists to provide leadership to staff and Sub-Recipients for the implementation of the FEMA Public Assistance Programs.
Expected to be in Baton Rouge at least 1 week in a month and as needed.
Provide comprehensive disaster recovery guidance to staff and sub-recipients involving all aspects of the FEMA Public Assistance Programs with special emphasis on interfacing insurance claims with the FEMA Public Assistance Program.
Provide supervision to Disaster recovery staff and assisting the assistant Project Manager as required.
Guide the staff through the process of completing grant related tasks in the areas of Federal Disaster Recovery policies, FEMA Public Assistance Program, Insurance, 406 Hazard Mitigation, CDBG-DR, disaster recovery compliance and other federal grant programs.
Perform tasks associated to all phases of Disaster Recovery
Facilitate disaster recovery efforts from project formulation through project closeout.
Basic Qualifications:
Bachelor’s degree or a high school diploma with a minimum of 10 years’ experience in federal grant administration.
5 years’ experience in disaster recovery providing leadership and implementation for federal grant activities related to the FEMA Public Assistance Programs.
5+ years experience with the FEMA Cost Estimating Format methodology, cost reasonableness analyses, and current building construction codes and standards
5+ years experience quantifying materials, labor, and tool/equipment needs and calculating the cost thereof utilizing established standards, such as, RS Means
Professional Skills:
Excellent writing skills, with experience writing technical guidance or procedures
Skill in managing multiple projects and stakeholder interests with timeliness, accuracy, and quality
Excellent analytical and qualitative strategic thinking capabilities and collaboration skills
Demonstrable analytical rigor and good judgement under pressure.
