There are two capital construction projects currently under construction within the DOE Office of Environmental Managements (EM) Carlsbad Field Office (CBFO) and are being managed by Nuclear Waste Partnership (NWP), the current management and operating (M&O) contractor at WIPP.
Tasks to be performed may include participation in standing daily project status meetings, daily plan-of-the-day meetings with the M&O and construction Subcontractor, safety meetings, design meetings, submittal reviews, ECN reviews, schedule meetings and other meetings as identified by the FPD.
The Construction Representatives/SMEs will support the Federal Project Director (FPD) in managing various tasks for the overall line item projects including but not limited to the following:
* Assist the FPD in/with field verification, walkdowns, meetings and other means to determine progress against all established project construction schedules.
* Provide on-site support and associated field walk-downs to verify & ensure construction sub-contractors are performing assigned scope.
* Providing weekly and/or monthly inputs, as determined by the FPD, for required FPD reporting purposes, specific to construction activities.
This may include evaluating contractor information on cost and schedule in preparation of monthly project status reports.
* Review SSCVS, US and other capital project cost/schedule/risk deliverables prepared by Nuclear Waste Partnership (NWP) for achievability based on current construction field conditions.
To include providing expert advice of cost/schedule/risk to the FPD and the Federal IPT Project Controls to determine performance status of NWP.
* Serve as construction SME supporting the FPD in progress/status meetings with NWP.
Specifically feeding real-time information from construction activity progress in the field to the FPD and members of the Federal IPT.
* Assist in strengthening NWP subcontract administration and oversight.
Assess NWP efforts to improve configuration management and change control for their construction subcontractors project schedules.
Support the FPD with cost/schedule/technical resolution of Engineering Change Notices.
* Assist the FPD with technical evaluations for subcontract consent packages from NWP.
* Assess and review objective evidence from NWP to support the FPD in determinations of reasonableness and achievement of performance metrics.
To include field walk-downs and/or verifications of performance metrics, as requested.
* Support the FPD in resolution of any questions or issues that arise with construction execution.
* Notifications of construction safety events/issues, to the FPD and others as required.
Requirements
* Degree in science or engineering with an emphasis in Construction Management OR at least 20 years construction execution field experience
* DOE or other government agency project management and construction management experience, with preference in line item capital asset project experience
* Knowledge and experience with DOE Order 413.3B and all applicable guides/references as well as other DOE orders, regulations, and operations
* Extensive experience related to cost engineering, project and construction management; oversight of large DOE and/or government projects; and nuclear qualified equipment procurements, and with the experience and capability to manage these activities as performed by others
* Demonstrated experience in planning and managing construction activities and crews at remote sites, experience in work execution and work control and planning processes, experience with operating nuclear facilities a plus
* Experience in the application of NQA-1 quality program requirements to construction and maintenance activities a plus, especially for safety significant construction
* Experience dealing with Federal, State and Local regulatory agencies
Work Conditions:
Full-time 40hrs per week
Required to be on-site
Travel to the WIPP site near Carlsbad, NM (may occasionally be necessary to report to the primary CBFO site in Carlsbad, NM)
