Construction Manager with Security Clearance

Description Construction Manager (USCG-20-0866-W) Bowhead is seeking an Construction Manager to support the overall program objectives on behalf of United States Coast Guard (USCG) Civil Engineering Unit (CEU) Juneau. Position is located in Juneau, AK. The Construction Manager will be required to support individual projects and program-wide management duties. Services include support functions for design and construction project management requirements outlined under major duties and services. Essential duties and responsibilities include, but are not limited to: • Support the entire life cycle of a project; from problem identification, through planning and programming, design and construction contracting, completion of construction, and update of facility and program management data systems. • Provide project administration, coordination and documentation. • Administration includes data entry, reports and reconciliation, in a USCG enterprise-wide project management and data system, recording projects and assets. • Coordination includes processing contract documents, submittals, correspondence, coordinating construction field activities, monitoring construction contract performance. • Documentation includes preparing project descriptions, performing project analysis, to include review of projects against USCG programmatic guidance, and performing financial management activities in USCG enterprise-wide data base(s). • Documentation includes data and records management in support of projects and programs including, project briefings, staff activities, constructability reviews, and general records management. • Travel (potential for overnight) to meet with CEU Juneau staff and review contract performance is required. Other travel may include occasional to travel to operational & construction sites in USCG District 17 Area of Responsibility (D17 AOR – Alaska Maritime Region). Requirements • Requires a minimum of 3 years of work experience in the construction management field and BA/BS degree in related field. 7 to 10 years of work experience and a MA/MS in related field preferred. • Licensed Professional Engineer or other industry-standard professional license related to position highly desirable. • Experience with design work for conditions in the D17 AOR (high seismic, high-wind and coastal maritime climate conditions), AutoCAD drafting skills, developing/reviewing technical packages for Design-Build, Design-Bid-Build and performance specifications is highly desirable. WORK ENVIRONMENT: The work is primarily sedentary and is performed in a normal office environment. Some overnight travel may be required and the contractor may be exposed to risks associated with field work which may include moderate stress such as being exposed to adverse weather, riding in small aircraft, climbing ladders, crawling under buildings, etc. SECURITY CLEARANCE REQUIREMENTS: Must be able to obtain a clearance at the Public Trust level. US Citizenship is a requirement for Public Trust clearance at this location. If the position requires, an applicant must pass a pre-employment criminal background history check.
