Also, faculty and staff regularly participate in trainings offered through the College’s Center for Teaching and Learning and its Instructional Technology Center.Position SummaryUnder the general direction of the college President and in consultation with college and district leadership and appropriate college constituencies, the Vice President, Administrative Services leads and administers: the preparation and oversight of the college budget; the business operations of the college; classified personnel services; the college building and facility development and maintenance program; and the enterprise operations of the college. The Vice President, Administrative Services provides primary advice and counsel to the college leadership team to assure resource allocations are consistent with college planning; there is accountability for, and assessment of, organizational structures and processes; and, employees are provided a safe and secure working environment. The Vice President, Administrative Services serves as the Senior Manager in Charge (SMIC) as designated by the College President.The Vice President, Administrative Services has oversight of the administrative services staff and direct supervisory responsibilities for the Director of Administrative Services, Business Services Supervisor, College IT Systems Supervisor and Printing Services Supervisor.American River College is committed to employees:? Working with budgetary units and college budget committee in the development of the college budget within district policies, regulations, and formulas, and consistent with college planning.? Monitoring the college budget to ensure expenditures are within authorized levels.? Assuring appropriate reserve levels within the budget to address long-term needs and year-to-year carryover.BUSINESS OPERATIONS:? Overseeing purchasing processes.? Determining office hours of operation and staffing levels.? Ensuring appropriate internal control procedures.? Maintaining vendor relations and adherence to vendor contracts and agreements where appropriate.? Overseeing printing services, mail services, and receiving.? Assuring record retention consistent with state law.CLASSIFIED PERSONNEL:? Overseeing classified, temporary and student staffing, supervision, evaluation, and discipline processes.? Meeting regularly with the Classified Senate and Los Rios Classified Employees Association presidents regularly.? Analyzing and makes recommendations regarding staffing levels and position classifications.? Representing the college on the District Reclassification Review Board.? Serving as the college administrator for classified collective bargaining contracts.? Providing leadership in the effort to ensure diversity and cultural inclusiveness in the administrative services functions of the college.? Planning, assigning, reviewing, and evaluating the work of support staff within the area of responsibility.COLLEGE FACILITIES:? Overseeing the development of, and adherence to, the College Facility Master Plan.? Serving as primary resource to college planning committees for individual building projects.? Participating with district staff in the development and implementation of the college’s capital outlay plans working within district processes for selection and oversight of architects, engineers, and contractors.? Assuring college facilities and grounds are maintained.? Overseeing the scheduling and rentals of college facilities.? Providing leadership in the development and implementation of the college’s environmental sustainability plans and programs.ENTERPRISE SERVICES:? Assuring the success of the bookstore in meeting faculty and student needs while providing revenue support to the college.? Coordinating with district officials in the oversight of the college/district food services program contract and works directly with the vendor partner to assure the success of the program for the college.INFORMATION TECHNOLOGY:? Providing direction and support in the planning, organization, implementation, and evaluation of the college’s information technology support effort in coordination with the district and other Los Rios colleges.? Serving as (or designates responsibility to the Dean of Institutional Effectiveness and Innovation) the college’s Information Security Officer responsible for security implementation, incident response, periodic user access reviews, and distribution of information security policies and education.? Responding to internal and external needs and/or queries about real or perceived non-compliance with the District’s information security policy and regulation.SAFE AND SECURE WORKING ENVIRONMENT:? Defining and managing the college’s buildings and offices, keys and electronics locking system balancing ease of access and use with the need for safety and security.? Coordinating and implementing at the college the district’s risk management program.? Providing counsel regarding district police services provided to the college and serves as college liaison to the police department.? Assuring implementation of environmental and ADA compliance programs.? Serving as college safety and emergency preparedness officer.? Performing other duties as assigned.The administrative assignment may include day, evening, weekend, and/or off-campus work and/or hours.Work Year 12 month Work Schedule Total Hrs per Week/Day Special Requirements Minimum Qualifications1. Have a master’s degree in business, accounting, finance, business management or related field and three years of administrative experience; OR, a bachelor’s degree in business, accounting, finance, business management or related field and a Certified Public Accountant’s license and three years of administrative experience; OR, a bachelor’s degree in business, accounting, finance, business management or related field and five years of progressively responsible management experience in the areas of responsibility related to this position. All degrees must be from an accredited institution.2. Have two years of formal training, internship, or leadership experience reasonably related to the administrator’s administrative assignment3. Have an equity-minded focus, responsiveness, and sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds of community college students, including those with physical or learning disabilities as it relates to differences in learning styles; and successfully foster and support an inclusive educational and employment environment.* NOTES:?
