This position is located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Mid-Atlantic Health Care Network (VISN 6), VA Medical Center, Fayetteville, NC (FNCVAMC), in Surgical Services.

[ ” Major Duties The position serves as an essential member of the top management team of the medical center and is delegated authority to make key decisions and act on matters within the responsibility of the Chief, Surgical Services using broad policy guidance.

In practice, the position serves as the Chief Operating Officer for Surgical Services providing supervision and leadership to all non-provider assignments.

The dynamic of professional activities within the Medical Center requires the incumbent to have a high degree of independence of action in dealing with clinical and administrative operations.

The position is called upon to represent Surgical Services at meetings and the incumbent must conduct and be able to secure the respect and confidence of the VISN 6 Surgical Leadership, FNCVAMC Executive Leadership Team (EL T), Surgical and Anesthesia Providers (physicians, mid-levels, optometrists and technicians) and other staff within Surgical Services and the Medical Center in order to effectively perform management and administrative responsibilities.

The incumbent develops both long and short-range policies and plans for the organization by coordinating the operational needs of the Surgical Services.

The incumbent develops and implements policies and procedures and addresses such matters with the Chief of Surgical Services and the ELT.

These policies and procedures concern all matters of the Surgical Services including budget and fiscal management, supply service, equipment procurement, human resources, contract management, workload and space utilization, and construction.

Provides effective planning direction for the organization.

Provides active and well informed administrative participation in planning for the delivery of healthcare by taking the initiative to identify needs and potential issues/concerns and devising flexibilities in operations and constructive, cost effective approaches to the resolution of problems.

Develops, evaluates, and modifies organizational structure and systems to achieve program goals.

Facilitates studies of manpower, space, programs, budget and equipment utilization at the request of the Chief of Surgery or EL T.

Establishes study methodologies, data collection, and evaluation of results and submits recommendations with the appropriate justifications.

This position is the primary liaison between the clinical and administrative sections for Surgical Services and considerable time is committed to this work and day-to-day operations.

The incumbent serves as a champion through which patients can seek solutions to problems, concerns and unmet needs.

Provides technical and administrative supervision to the administrative staff.

The incumbent develops position descriptions, work plans and evaluates performance.

Plans and assigns work to be accomplished, sets short and long-term priorities, approves leave and time attendance, provides advice, counsel or instructions on work and administrative matters, interviews clinical and administrative candidates for positions in the Surgical Services, recommends appointments, promotions or reassignments.

Hears and resolves employee complaints, effects disciplinary actions, identifies developmental and training needs, and finds ways to improve the quality of work directed.

The duty of the Contracting Officer Representative (COR) is to ensure that the government receives all that it has bargained for.

A COR must be appointed for Architecture and Engineer, construction, hazmat contracts exceeding $25,000, all healthcare contracts for services, and multi-year service contracts.

The Contracting Officer (CO) must delegate authority to the COR through an official delegation of authority letter which outlines the responsibilities and duties of the COR.

The CO must conduct quarterly meetings with the COR to review mandatory reporting requirements, conduct Fiscal audits, review potential adjustments and funding justifications.
