The incumbent serves as OCR’s Administrative Officer, providing coordination to four component teams: Budget and Planning Support Team; Human Resources Team; Freedom of Information Act (FOIA) Team; and Customer Service & Technology Team.

As an Administrative Officer (Non-Supervisory), GS-0341-15, you will be responsible for: Coordinates resource management support with the Office of the Assistant Secretary/Deputy Assistant Secretaries to provide progress reports and key information necessary for policy decisions in the areas of financial management, procurement guidelines, human capital management, facilities management, information technology, and customer service.
Serves as an advisor to the Assistant Secretary, Deputy Assistant Secretary for Management and Planning, the Deputy Assistant Secretary for Enforcement, and the Deputy Assistant Secretary for Policy on all labor-management issues and on critical issues related to the areas under employee’s purview.
Serves as OCR Principal Contracting Officer for small purchases, and contracts for support services and equipment.
Provides direction and oversees the development of OCR’ s annual Acquisition Plan.
Serves as an Operating Component Negotiator for EEO/Labor Relations; as the liaison with the Department’s labor relations experts and coordinates OCR negotiations on staff-related matters in collaboration with the HRT.
Oversees IT responsibilities to ensure that technology support and systems development, implementation, and maintenance meet the needs of OCR programmatic and management activities.

Qualifications You may meet the minimum qualifications for the GS-15, if you possess the specialized experience identified below.
Specialized Experience for the GS-15 One year of experience in either federal or non-federal service that is equivalent to at least the GS-14 in performing two (2) out of three (3) of the following duties or work assignments: 1.
Experience with oral and written communication skills, including highly developed negotiation and mediation skills.

Experience in applying laws, regulations, policies, and concepts relevant to a civil rights program office to establish administrative management policies and procedures.
3.
Experience with financial and operational planning and analysis; communication control systems; personnel, administrative, management, and procurement regulations.
Knowledge, Skills, and Abilities (KSAs) The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs).

Knowledge of the laws, regulations, policies, and concepts relevant to the civil rights program to establish administrative management policies and procedures in support of OCR’s mission, Strategic Plan, and National Enforcement Strategy.

Knowledge of financial and operational planning and analysis; communication control systems; personnel, administrative, management, and procurement regulations; OMB, OPM and Departmental policies, regulations, directives, and procedures, including mastery of sound financial and personnel management principles and theories.
3.
Ability to translate organizational goals to short and long-range task objectives, delegates responsibilities to Team Leaders and staff, provide appropriate program and administrative direction, evaluate progress toward OCR Strategic Objectives and develop strategies for improving program effectiveness and efficiency.
4.
Oral and written communication skills, including highly developed negotiation and mediation skills.
