Position Summary:HIAS Colombia seeks a local Monitoring and Evaluation (M&E) Consultant to provide technical guidance and support to current operation. The M&E Consultant will establish, refine the systems to monitor and evaluation the effectiveness, strategic alignment, cost and overall impact of HIAS refugee assistance programs in Colombia. S/he coordinates closely with the Country Director, head of field Office, and Regional Monitoring and Evaluation Officer to ensure that HIAS Colombia is aligned to organization-wide monitoring and evaluation policies, systems, and tools for evidence generation in the region. S/he is responsible for establishing M+E routines, analysis, and reporting processes flow across HIAS Colombia and works with all program staff to ensure data quality. S/he leads the results reporting for HIAS Colombia during the consultancy period and through a mentorship will guarantee sustainability to measuring program performance and deliverables.This position is based in Bogota/Barranquilla, Colombia and reports to the Colombia Country Director with accompanying technical guidance from HIAS Strategy and Measurement Department.Essential Functions:* Supports the continued improvement of key M&E standards, processes, and systems/tools* M&E System: Based on the needs observed and in alignment with organizational standards, establishes a monitoring and evaluation system and processes that meet donor requirements and and incorporate organizational accountability and learning. (coordinated with global and regional focal points).* Knowledge Transference: Train all program staff members regarding the M&E system.* Capacity Building: Provides capacity building for all staff on the monitoring and evaluation system and processes throughout the program cycle. This aspect requires a full understanding of the context; challenges, barriers, as well as a full understanding of how M&E is integrated into the program cycle* SOP development for data collection, analysis, and report.* To mainstream learning and quality impact in the SOPs and M&E Tools.* Supports program design and development of objectives and indicators* Drafts and maintains up-to-date M&E plans and frameworks and M&E sections of project work plans/operating plans* Establishes and maintains strong monitoring systems, including indicator reference sheets and tracking tools* Coordinates with all program staff to collect, aggregate, and verify programmatic data, and supports Regional M&E Officer in ensuring robust, standardized data collection and analysis for the region* Supports assessment and evaluation activities, including TOR development, evaluator recruitment, and in-country oversight of external evaluation timelines and deliverables.* In coordination with Regional M&E Officer, trains program and country office staff on best practices for AAPExpected Deliverables* Inception report detailing M+E process in country up to date, including strengths, gaps, and areas for engagement (due 2 weeks after start up)* Implementation and work plan (due 2 weeks after inception report)* Activity report (due biweekly after the implementation plan is approved)* M&E framework and guidance toolkit in Spanish, to include but not be limited to:* Mapping of existing programs to results framework* M&E plans for key grants updated and developed* Indicator tracking table* Indicator reference sheets for core indicators developed* Data collection and methodology guides, aligned with organizational SOPs* Training materials for staff capacity-building on deliverables above* Any other materials required according to the global guidelines)(due at the end of the consultancy period or TbD)* Accountability to affected populations (AAP) action plan, in alignment with organizational AAP framework (due at the end of the consultancy period or TbD)* Sustainability plan — TbDQualifications and Requirements:* Undergraduate degree in relevant field required.* A minimum of three to five (3-5) years of work experience and experience in M&E required.* English and Spanish fluency required (oral and written).* Background in humanitarian or refugee issues desired.* Ability to manage, track and report on program data; proficiency with Excel in tracking and analyzing data required.* Excellent writing and communication skills, including familiarity with writing funder reports, SOPs, and other program management documents required.* Experience in use of data management systems, statistical software, and/or data visualization platforms preferred.* Ability to work independently in a fast-paced environment and meet strict deadlines.* Excellent critical thinking skills; ability to multi-task.About Us:HIAS is a global Jewish nonprofit organization working across five continents to ensure that refugees and displaced persons are protected.
