SUMMARY: The Grants & Compliance Accountant II provides technical assistance and direction for the Grants & Compliance Department by acting as a mentor, coach, and subject matter expert.
The Grants & Finance Accountant II also supports the department and the organization by working on special initiatives that address key deliverables in the quality improvement plan.
PERFORMANCE RESPONSIBILITIES: including the following.

Direct Responsibility: * Maintains departmental research for best practices and provides information to all Directors as required.* Assists the team with proposal and budget reviews to maintain uniformity in AVCP policies and procedures.* Maintains consistent review of grant activities to ensure compliance to regulations and requirements.* Audits all cost transfers, budget revisions, journal vouchers, carryovers and closeouts on a routine basis.* Maintains compliance of the Grants Program for reporting requirements based on the appropriate Circulars.* Supports AVCP’s Legal Department to maintain corporate records for federal, state, and private foundations’ grants and contracts, MOA’s and any required property management records.* Maintains contact with funding agencies, accounting office staff and auditors in matters related to the AVCP awarded grants and contracts.* Communicates and provides feedback routinely with Program Directors in the grant proposals, advising them of salary, purchasing and travel procedures, in-direct rates and allowable in-kind contributions, staff benefit options and all regulations from the granting agencies.* Monitors all post-award activities to assure timely and cost-effective compliance with applicable regulations and requirements.* Coordinates the audit and compliance reviews by external auditors with the applicable Program and Finance Departments.* Working with the Program Directors, assists in the preparation and completion of any changes to the SOW, PI and budget changes, requests for additional funding, no-cost extension requests, etc.* Works on agreed upon special initiatives with a defined scope.
Direct Oversight and Review of: * Provides recommendations to the Executive Team on the terms and conditions of award agreements.
Negotiates as the Team recommends and provides detail to the President before the contract is signed and AVCP is bond.* Works in conjunction with the Assistant Director to review and monitor the grant financial reporting required by the funding agency and/or auditing requirements.* Works in conjunction with the Assistant Director to review the draw-downs as needed for cash flow determined by the Finance office at least on a quarterly basis.* Provides assistance to the Grants Team in the compilation of data needed for upcoming project proposals as well as preparation of indirect proposals.* Assists Grants Team and Accounting Department to reconcile the accounts to the Grant, GL, and balance sheets as determined by the Accounting Department.
* Works in conjunction with the Assistant Director to provide technical oversight to the AVCP departments responsible for granted funds.* Works with the Executive Team and Directors to address any grant and/or contract issues and provides any confidential and/or sensitive projects as requested.* Maintains strict confidentiality of all company and departmental business.* Works in conjunction with the Assistant Director to develop and manage the internal controls and systems for all AVCP grants.* Assists the CFO and/or Comptroller with reviews and reports as requested or needed.

Education and/or Experience: Bachelor’s degree from an accredited university in Public Administration, Accounting, Business or a related field is required.
The candidate can possess ten (10) years of direct experience in lieu of the Bachelor’s degree.
A Masters’ degree is preferable.
Computer skills proficient to develop and maintain an operating and reporting requirements for all AVCP grants as required by federal, state and private entities.
Must have a working knowledge of business and financial concepts and perform financial analysis as needed or directed.
Audit and Financial Proficiency: Advanced analytical skills; development and completion of all budgetary control, monitoring, reporting and auditing within the awarded grants and department budget.
Supervisory Experience: Direct experience in management of a department or unit of staff; experience in hiring, counseling and evaluating employees.
Two (2) years of management experience is preferred.
Program Management Expertise: Proven record of development, completion and monitoring of complex policy, program project, administrative and budget plans; independent and programmatic development of program goals; meets project deadlines according to the required timetables.
Grant Expertise: Knowledge of OSG and other federal, state and private grants to appropriately manage the departmental requirements, a proven record of successfully grant development, submission and awards.
The ability to manage oversight of the grants from beginning through audit and review and end.
Teamwork: Strong interpersonal skills to work effectively within and outside of AVCP; exercises tact and diplomacy in working with other departments and agencies.
Ethics: Strong adherence to corporate and departmental policies and procedures; maintains strict departmental and corporate confidentiality.
Judgment: Demonstrated skills to effectively negotiate, mediate and make decisions; proven record of being detail oriented.
Planning/Organizing: Superior written and communication skills; ability to develop, monitor and complete departmental short and long range goals; consistent work in quality improvement for the program; ability to multi-task and shift priorities; effectively develops plans, programs and objectives; effective use of time; personnel, funds for maximum efficiency.
