JOB SUMMARY: This position is responsible for the day-to-day operations of the Accounting Department.

Ensures that all financial activities are in line with company goals and objectives, in conformity with generally accepted accounting principles, and in compliance with government regulations and covenant obligations.

REPRESENTATIVE DUTIES
Plans, organizes, and directs general accounting functions including accounts payable, accounts receivable, general ledger, grants/projects, and payroll.

Provides management with accurate and timely information necessary to make strategic and operating decisions.

Represents ANTHC in external contact with partners, agencies and outside counsel as required.

Assists and supports ANTHC leadership in developing current and long-range ANTHC goals and objectives, and in the achievement of those goals and objectives.

Provides leadership, direction, and guidance to assigned staff.

Develops goals and priorities in conjunction with employees, and assigns tasks and projects.

Develops staff skills and training plans.

Counsels, trains, and coaches subordinate staff.

Implements corrective actions and conducts performance evaluations.

Assures that a positive employee relations position is maintained.

Assures the effective communications is maintained within areas of responsibility.

Conducts employee discussions at regular and frequent intervals.

Ensures that all established policies, rules, regulations and agreements are followed.

Ensures that all department processes and procedures are appropriately documented and complied with.

Assists Internal Audit with designing and maintaining appropriate internal controls.

Accomplishes work redesign efforts of process improvements achieved by enhanced use of automated systems, both existing and pending installation, that support the critical outcomes expected to contribute to ANTHC’s strategic plan.

Ensures the integrity of data produced by the various financial systems across the organization.

This includes: providing adequate review of accounting coding; reviewing and reconciling balance sheet accounts on a regular basis and insuring estimates used for month end reporting are reasonable.

Reviews schedules to assist in the successful and timely completion of the annual audit; develops a process to accomplish regular internal auditing of transactions; and follows up with auditor recommendations.

Ensures the various software systems producing the data for the consolidated financial reports, including assisting with correcting system problems, ensuring updates completed timely, and coordinate training needs for staff.

Assists as needed with annual budget preparation for the organization.

Develops and maintains systems to ensure compliance with the various OMB Circular requirements and audit requirements.

Evaluates new technical developments and recommends appropriate actions and assesses proposed systems enhancements.

Responsible for designing, developing, implementing and recommending policies and procedures for the accounting department functions.

Keeps abreast of current accounting trends and practices.

Assumes other special assignments from the Assistant CFO/Controller and performs other duties as assigned.

Required Skills

• Knowledge of Alaska Tribal Health System, ANTHC, and Alaska Native culture(s) and politics.

• Knowledge of innovative and proactive and proactive management techniques.

• Skill in oral and written communication.

• Skill in managing multiple priorities and tasks concurrently and meeting deadlines.

• Skill in establishing and maintaining cooperative working relationships with others.

• Skill in operating a personal computer utilizing a variety of applications – especially Microsoft Excel and Access.

• Skill in operating computerized accounting systems.

• Skill in efficient and effective functioning of financial processes or procedures.

• Skill in providing effective leadership.

• Skill in accurately compiling accounting data.

• Skill in problem solving and looking analytically at topics.

• Skill in creativity and resourcefulness to effectively manage accounting functions.

Required Experience

MINIMUM EDUCATION QUALIFICATION
A Bachelor’s Degree in Accounting or Finance required.

MINIMUM EXPERIENCE QUALIFICATION
Non-supervisory – Seven (7) years progressively responsible accounting experience.

AND
Supervisory – Five (5) years as an Accounting Manager or similar financial leadership position.

MINIMUM CERTIFICATION QUALIFICATION

PREFERRED EDUCATION QUALIFICATION
Masters in Business Administration is preferred.

PREFERRED EXPERIENCE QUALIFICATION
N/A

PREFERRED CERTIFICATION QUALIFICATION
Certified Public Account (CPA) or Certified Management Account (CMA) preferred.
