POSITION SUMMARY
The Controller directs accounting functions in accordance with defined hospital policies and procedures, ensures general ledger integrity, accurate and timely processing of journal entries. The Controller coordinates the reimbursement activities necessary for governmental payor programs and provides budget preparation support.
The Controller maintains confidentiality of medical records and ensures compliance programs are followed.
The Controller provides necessary management for accurate payroll and A/P distributions for all patients and vendors
The Controller will demonstrate independent judgment, organizational skills and an ability to meet deadlines and will maintain professional and effective working relationships with all members of the Health Care Team.
The incumbent ensures compliance with all federal, state, local laws and other regulatory agencies as it relates to the area of hospital accounting. This position plans, organizes and directs all aspects of the Accounting Department.
This position requires the full understanding and active participation in fulfilling the Mission of AHMC Seton Medical Center. It is expected that the employee will demonstrate behavior consistent with the Core Values. Dimensions
This position reports directly to the Corporate Chief Financial Officer. The incumbent directs the designated staff at AHMC Seton Medical Center. The incumbent is responsible for the accounting functions at AHMC Seton Medical Center.
Nature and Scope (Essential Functions)
Responsible for budgeting, financial reporting, bank reconciliations, accounts payable, and the biweekly payroll and close.
Responsible for the preparation of monthly financial statements, including current and comparative analysis. Provides detailed and thorough variance analysis, net revenue (including preparation/review of accounts receivable valuation), and expense trend analysis.
Identifies issues with hospital department operations and financial reporting. Communicates identified problem areas to appropriate leaders. Ensures that reporting is accurate, timely and communication around the financials is clear.
The incumbent is responsible to review and completes the posting of transactions and journal entries. Evaluates existing procedures for recording assets, liabilities and financial transactions. Implements new revised or modified bookkeeping and accounting procedures when appropriate, in conjunction with Corporate Finance. Reviews posted entries for accuracy and appropriate accounting practices and compliance. Ensures that all balance sheet reconciliations are prepared and reviewed every month.
Defines goals and plans for provision of services for the department in conjunction with CFO. Coordinates with members of the finance team to ensure accuracy and efficiency is maintained. Makes effective and logical decisions that are within scope of role. Performs other tasks including special projects, as necessary and assigned.
Ensures compliance and reporting requirements are met with all applicable agencies, including internal and external auditors and debt agencies. Prepares appropriate schedules and appropriately answers all questions.
Maintains general accounting systems. Applies principles of accounting and statistical analysis to maintain daily and monthly records. Maintains appropriate security and confidentiality of data and financial information.
Completes and responds to internal and external data requests in a timely manner.
Assists with annual budget preparation and forecasting activities. Supports CFO in ensuring an accurate and timely year-end audit.
Builds positive relationships with facility leadership and other departments to collaborate on issue resolution and implementation of process improvement.
Supervises the day-to-day operations of the Accounting Department at AHMC Seton Medical Center, which includes the accounts payable, receivables, and payroll; serves as backup for payroll and accounts payable processing.
Accountability
1. The incumbent is responsible for overseeing the Accounting Department including accounts payable, receivables, and biweekly payroll.
2. Responsible for budgeting, financial reporting, bank reconciliations, and accounts payable.
3. Provides financial analysis.
4. Establishes, or recommends to management, major economic objectives and policies for company.
5. Prepares reports which summarize and forecasts company business activity and financial position in areas of income, expenses, and earnings based on past, present, and expected operations.
6. Directs the preparation of budgets.
7. Advises management on desirable operational adjustments due to tax code revisions.
8. Arranges for audits of company’s accounts.
9. Manages staff performance and ensures department’s responsibilities and position goals are met.
10. Evaluates, coaches, and counsels employees in Accounts Payable and Payroll.
11. Communicates with Corporate, and Hospital personnel as needed
12. Provides oversight of accounts receivable.
13. Responsible for the facility biweekly payroll and close.
14. Manages the financial accounting close and reporting process.
15. Completes tax packages.
16. Completes cost report work papers.
17. Ensures compliance with local, state, and federal government financial & data reporting requirements.
18. Maintains a documented system of hospital accounting policies and procedures that are in compliance with established accounting principles and hospital policies and procedures.
19. Implements and monitor internal control systems in all accounting transactions to insure compliance with the hospital policies and procedures.
20. Responsible for vendor negotiation and maintains vendor contracts.
21. Performs other related duties as necessary or assigned.
Qualifications
1. Bachelor’s degree in business administration, Finance/Accounting or related field. Advanced degree is preferred.
2. CPA preferred.
3. Eight years of directly related management, experience is required.
4. A minimum of three (3) years hospital accounting experience in a supervisory role is required.
5. Must have comprehensive knowledge of accounting theory, practices, and generally accepted accounting principles (GAAP). Must have strong financial background.
6. Must have knowledge of federal, state and local labor laws.
7. Must be computer literate and be proficient with Microsoft Excel, Word, and Outlook software.
8. The incumbent must have excellent business judgment and possess effective analytical and leadership skills.
9. Demonstrated excellent organizational skills and is detail-oriented.
10. Must have strong oral and written communication skills with the ability to communicate with all levels of personnel including senior management and non-financial staff.
