Summary:

As a key member of the Executive Management team, the Chief Financial Officer (CFO) will provide overall financial leadership of the business, involving compliance with federal acquisition regulations, Generally Accepted Accounting Principles, corporate tax regulation, SBA regulations and all other applicable laws. The CFO will lead the production of accurate and timely financial reporting, and work with the leadership team to make sound and informed strategic business decisions. Additionally, the CFO plays a critical role in guiding ME&A into the future while ensuring that current operations remain financially healthy and strong. All internal and external financial reports are produced accurately, efficiently, and in a timely manner.

The Chief Financial Officer will be engaged in short and long-term strategic planning for the organization. This person will have a passion for taking a successful company to the next level, using their financial acumen and leadership skills to develop and implement the right strategies to ensure the financial success of the company.

Responsibilities:

  • Training and direction to the Finance Team on GAAP, financial management, compliance, audits and cost proposals
  • Strengthen internal control to enhance accuracy of the financial results.
  • Provide timely and accurate reporting of financial information including financial statements and key performance metrics to management.
  • Drive continuous improvement in processes, systems, procedures, reporting, and audits.
  • Review all Request for Proposals for Cost Proposal requirements
  • Review/approve day-to-day transactions with the Finance Team: vouchers, invoices, payroll, audit documents
  • Execute payments via ACH or Funds Transfer
  • Collaborate with CEO on financial and budget planning/projections.
  • Manage all audits – DCAA audit of Incurred Cost Submission, CPA audits of financial statements, special audits
  • Tax Planning for the current & future years
  • SBA Graduation – Monitor changes in regulations
  • Banking relationship – Manage and foster relationship with commercial bankers, negotiate lines of credit
  • Incurred Cost Submission – Manage compilation of annual submission to USAID
  • Business Insurance Policies – Manage all business insurance policies and their annual renewal with brokers.
  • Responsible for financial reporting for all applicable prime/subcontracts.
  • Provide strategic leadership on other functions as desired by the CEO

Qualifications:

  • Master’s degree (MA/MBA preferred) in Business, Management or Finance. CPA required.
  • 10-plus years in progressively responsible financial leadership roles, preferably in accounting & finance from a federal contracting agency with contracts such as USAID or Department of State required.
  • Experience with invoicing different donors under both contracts and cooperative agreements.
  • Experience with accounting/finance in an overseas field office for a development project.
  • Experience involving the set-up of a start-up project overseas
  • Expertise with Federal Cost Accounting Standards, Federal Acquisitions Regulations (FAR), and knowledge of and experience with U.S. GAAP.
  • Demonstrated resourcefulness in setting priorities, proposing new ways of creating efficiencies and guiding investment in people and systems.
  • Experience coordinating and managing information systems plans and engaging outside vendors.
  • Expertise responding to government audits such as Strong interpersonal skills and ability to communicate and manage well at all levels of the organization and with staff at remote locations essential.
  • Strong problem-solving and creative skills and the ability to exercise sound judgment and make decisions based on accurate and timely analyses.
  • Ability to interpret complex program and governmental regulations
  • High level of integrity and dependability with a strong sense of urgency and results orientation.
  • Must be extremely detail oriented and able to multi-task with a view of the big picture.
  • Strong verbal and written communication skills.
  • Strong computer skills on Microsoft platform, with proficiency in Microsoft Excel a must.
